- Drawings Project Specs Scope Summary In accordance with FAR 36.213-2 and FAR 5.207, The New York Army National Guard (NYARNG) is issuing a pre-solicitation notice for an Invitation For Bids (IFB) tentatively scheduled to be released on 15 June 2018. This will be for a firm-fixed price construction contract. This requirement is for the construction of a 30 x 30 foot pre-engineered canopy structure supported on spread footings as depicted in contract drawings per the project statement of work WKVB142111. This structure will be used as a vehicle search area at the 106th Rescue Wing. Architectural drawings are included as well as a scope of work for this requirement. Project location: All work under this contract will be performed at the Gabreski Air National Guard Base, Francis S. Grabreski Airport, Moen Street, Westhampton Beach, NY 11978 Project set aside: The proposed contract will be set aside for women-owned small businesses (WOSB). Offerors from other than WOSB will not be considered. NAICS 236210 Institutional Building Construction (size standard $36.5 million) will be used for this requirement. Project Magnitude: In accordance with FAR 36.204 the estimated magnitude of this project is between $250,000- $500,000. The Wage Determination: General Decision Number: NY180012 05/25/2018 NY12; Construction Type: Building; County: Nassau and Suffolk Counties in New York, will govern work under this contract. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work, which will be included in the solicitation. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. One or more of the items under this acquisition is subject to the World Trade Organization (WTO) Government Procurement Agreement and Free Trade Agreements, as stated in DFARS 252.225-7045 Buy American-Construction Materials under Trade Agreements. One or more of the items under this acquisition is subject to the WTO Government Procurement Agreement and Free Trade Agreements", as required under FAR 52.225-23 Required Use of American Iron, Steel, and Other Manufactured Goods- Buy American Statute-Construction Materials Under Trade Agreements. SAM Registration: In order to be eligible for award, the successful offeror's System for Award Management (SAM) Registration must be active and include representations and certifications. Any offeror not registered in SAM at time of Bid openings will be determined nonresponsive. The project intends to follow the sustainable acquisition principles of Federal Acquisition Regulation (FAR) Part 23, as applicable. All vendors are required to check Federal Business Opportunities regularly (FBO) for updated solicitation amendments. The website is www.fbo.gov for all updates and the most current information on this requirement. The government is under no obligation to maintain a bidder's list and it is incumbent upon potential offerors to check FBO for all amendments prior to bid deadline. All amendments will be posted on FBO and it is the vendor's responsibility to ensure they are submitting a bid for the most current amendment. Failure to obtain any amendments and to respond to them prior to the date and time set for the IFB may render a potential offeror to be determined nonresponsive and result in bid rejection. A signed copy of the SF 1442 and all amendments are required at teh time and place specified in the solicitation for receipt of bids. Bid guarantees shall be 20% of the bid price or $250,000, whichever is less and must be submitted with all bids received. Any bids submitted without the required submittals will be considered non-responsive, and will be determined ineligible for award. In addition Performance and Payment Bonds equal to 100% of the contract price will be required after award. An organized site visit will be conducted for this procurement on a date to be determined after posting the solicitation. Details regarding that site visit will be posted with the solicitation.
