Binder Solicitation 47PE0218R0013 1449 Combined Synopsis/Solicitation Notice This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 47PE0218R0013 and is issued as a Request of Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition. The General Services Administration (GSA) Southeast Sunbelt Region 4 intends to issue a RFQ for Atlanta Solid Waste Removal located in the following areas Atlanta, Gainesville and Newnan GA. The Contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of all services described herein. The Contractor will be required to provide solid waste removal services during the initial year of service in accordance with the requirements of this solicitation and prices for basic and alternate services. It is estimated that approximately 43,992 cubic yards of debris will be generated per year. Period of Performance: Date of Award through November 01, 2018 - October 31, 2018, plus provision for the exercise of _4_ additional twelve-month periods, which may be exercised upon 30 days written notice to the Contractor at the Government's option and shall be contained in the resulting contract awarded. Evaluation of options does not obligate the government to extension of the contract term past the initial year of service. This procurement is reserved as a 100% Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB), only qualified offerors may submit bids. The North American Industry Classification System (NAICS) code applicable to this requirement is 562111 - Solid Waste Collection with a Small Business Administration size standard of $38.5 Million. ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** The solicitation is available for download and the proposal will be due on July 16, 2018, 04:30 PM EST. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website located at https://www.fbo.gov/. No phone or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value from the selection of the technically acceptable proposal with the lowest evaluated price. Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors. All Bids must be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of a FAR clause may be accessed electronically at http://www.acquisition.gov/far/ A pre-proposal conference/site visit will be noted within the solicitation. It is anticipated that a pre-proposal site visit will be scheduled for June 2018. Contractors are encouraged to attend the pre-proposal walk-through and to verify all existing conditions prior to proposing on the project. Failure to do so will not relieve the contractor of his/her responsibility to properly estimate the cost of this project. This is the only opportunity contractors will get to visit the site to conduct a walk-through and ask questions.
