- New York Army National Guard (NYARG) is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to construct a 50 foot by 50 foot pre-engineered metal building (shed) to location as depicted in the Contract Drawings per the project statement of work WKVB152044. The shed shall incorporate metal panel walls with vinyl-sided batt insulation and standing seam metal roof. The contractor shall provide new 200 AMP electrical service, LED lighting, convenience outlets, foundation to support structure and vehicular access rollup door and mandoor as depicted. A 100% WOMEN OWNED SMALL BUSINESS SET ASIDE for this acquisition will be identified in the solicitation. NAICS 236220 Commercial and Institutional Building Construction, (Size Standard $36.5 Million) will be used for this procurement. The magnitude of the procurement is estimated to be between $250,000 and $500,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work, which will be included in the solicitation. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Gabreski ANG, Moen St, Westhampton Beach, NY 11978. The Wage Determination: General Decision Number: NY180012 05/25/2018 NY12; Construction Type: Building; County: Nassau and Suffolk Counties in New York, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $250,000 whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement on a date to be determined after posting of solicitation. Details of that site visit will be available in the solicitation. The tentative dates for issuing the solicitation is 15 June 2018. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at www.fbo.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at www.sam.gov. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive an award.
