Attach 6 - AMRDEC Guide Attach 5 - PPQ Attach 4 - SF330 Attach 2 - Evaluation Factors Attach 1 - Instructions to Offerors ARCHITECT-ENGINEERING (A-E) SERVICES AT EIELSON AFB, AK. The 354th Contracting Squadron is seeking qualification packages and past performance information from vendors interested in providing professional architect and engineering services at Eielson AFB, AK to perform API 653(American Petroleum Institute) In-Service (External) Inspections of Blair Lakes tanks BL1 and BL2. BACKGROUND: Blair Lakes Tank BL1 (facility # 00454) and Tank BL2 (facility # 00455) require API 653 In-Service Inspections (external inspections). Tank BL1 is a 125,000 gallon field erected vertical tank - it is 23 ft. high and has a diameter of 32 ft. Tank BL2 is a 125,000 gallon field erected vertical tank - it is 23 ft. high and has a diameter of 32 ft. Both tanks are located at the Blair Lakes Bombing Range facility which is about 45 miles SW of Eielson AFB, AK. Access to the Blair Lakes Bombing Range facility is limited to helicopter or small plane except every two years in the winter months when an ice bridge is built to allow for vehicular traffic. This is a competitive selection process in which competing offerors' qualifications will be evaluated in accordance with (IAW) FAR Part 36.6 to determine the most highly qualified firms. The Government intends to award one Firm Fixed-Price contract. IAW FAR 36.603(b): To be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330, "Architect-Engineer Qualifications," Part II and when applicable, SF 330, Part I. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this posting; all costs associated with responding will be solely at the interested parties' expense. Failure to respond to this post does not preclude participation in the subsequent technical evaluation so long as a firm's SF 330 is currently on file with the 354th Contracting Squadron. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. This acquisition will be solicited as a 100% Small Business Set-Aside. The NAICS 541330 (Engineering Services) applies to this acquisition, with a small business size standard of $15M. The scope of work to be performed shall include work such as: 1.Attending a pre-investigation meeting (teleconference) 2.Coordinating with the 354th Civil Engineer Squadron liquid fuels maintenance foreman 3.Travel to and from the Blair Lakes Bombing Range facility 4.Performing the API 653 in-service tank inspections 5.Accomplishing an API 653 inspection out-briefing (teleconference) 6.Writing the draft tank inspection reports 7.Submitting the draft tank inspection reports for Government review 8.Attending a review meeting (teleconference) 9.Writing the final tank inspection reports 10.Submitting the final tank inspection reports A-E EXPERIENCE REQUIREMENTS: A-E's experience shall include that which is commensurate with the requirements specific to the scope of the design. The offeror's team shallinclude staff members licensed in the State of Alaska in the following discipline: •Engineer (who is also an API Std 653 authorized inspector)* The A-E shall be responsible for all travel to and from the Blair Lakes Bombing Range Facility. The A-E's inspection team will be supplied with sleeping quarters and bathrooms/shower facilities at the Blair Lakes Bombing Range Facility (but A-E will be responsible for their own food). The A-E shall furnish the Air Force with complete in-service (exterior) tank inspection reports per API 653.
