Description
Market Research Questionnaire The Charles Evans Whittaker U.S. Courthouse is 11-stories high. The building consists of offices, courtrooms and public lobbies. Through the execution of Whittaker Building Automation System (BAS) Replacement Project, the Government will acquire services to replace the BAS and separate it from the Fire Alarm System. Currently, all smoke control systems are controlled by the BAS. The two systems (BAS and FAS) are currently functioning more as one combined system, rather than two separate systems. This presents several code related compliance issues. Replacing the BAS and subsequently separating it from the FAS will allow both systems to operate optimally. The existing building and smoke control systems for the Whittaker US Courthouse building were designed in conformance with the 1990 BOCA National Building Code (BOCA) for smoke control and pressurization requirements. GSA is currently using the 2015 International Building Code (IBC) for design requirements on all current projects. Offerors to the proposed solicitation will be required to demonstrate that each possess Building Automation Systems Past Performance, access to a Qualified Fire Protection Engineer, and a subcontractor relationship with a Fire Alarm Contractor. The proposed solicitation is planned to be set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The magnitude of the proposed construction project ranges between $500,000 and $1,000,000. It is scheduled to be solicited in June 2018. This procurement will be conducted under NAICS Code 236220 (Commercial and Institutional Building Construction) and FSC/PSC Code Z2AA (Repair or Alteration of Office Buildings). The Small Business Size Standard is $36.5M. Interested parties responding to this sources sought announcement MUST be considered a Small Business under the aforementioned NAICS Code and hold the SDVOSB small business designation. Interested parties are to respond to this announcement by completing the Market Research Questionnaire and submitting it electronically to Charla Wells (charla.wells-okoro@gsa.gov) with a carbon copy to Keisha Reid (keisha.reid@gsa.gov) by Friday June 15, 2018 by 12:00pm CST.
