- AWARD NOTICE MADE IN ERROR. Solicitation W9128F18R0033 has NOT been awarded and proposals are due on 7 June 2018. Please disregard award notice and once award notice can be deleted by system administrative personnel, the incorrect information will be removed. ProjNet question that brought this error to our attention will also confirm the award notice was an error and is incorrect information. Pre-Solicitation Announcement On or about 7 May 2018, this office will issue a Request for Proposals for construction of the Installation of Digital Governors, Oahe Dam, SD. The solicitation will close on or about 7 Jun 2018. This work will need to be completed during a specific unit outage season, therefore there is very limited opportunity for extending the bid due date. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Site visit is scheduled for 16 May 2018. Review the advertisement package for specifics. Project Description: (Approx. quantities) The purpose of this project is to award a contract to install government furnished digital governor retrofit kits and controls on the seven (7) hydroelectric generators at the Oahe Dam near Pierre, South Dakota. The governors retrofit kits are assembled by the American Governor Company. The existing governors at Oahe Dam are original mechanical-cabinet actuators. The installation Contractor will follow contract requirements to remove portions of the existing governors and install the new Government furnished digital governor controllers. Control schematics and detailed wiring diagrams will be provided for one unit and the contractor will be responsible for adapting the wiring design for remaining two units. Work entails dealing with electrical controls, programmable logic controllers, hydraulics, bracket/mount fabrication, wiring, and painting. The installation Contractor will also use the erection engineering services provided under the main supply contract as directed by the Government. The estimated construction cost of this project is between $1,000,000 and $5,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 900 calendar days after receipt of Notice to Proceed. Installation work will occur during outage periods detailed in the specification. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Offerors: Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
