- Sources Sought Melvin Price Locks and Dam Design Deficiency Corrections Project ( Reach 1) Upper Wood River Levee This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. Contract is anticipated to be a 1 Year Construction Contract for Mel Price Lock & Dam Relief Wells. Project Location The location of this project is immediately upstream of Mel Price lock and dam between cpl belchik road and Discovery Parkway on the landside of the levee. This area is in a wetlands with artesian conditions that contains very soft soils that makes construction more difficult. Work Statement The work consists of the Installation of 55 new relief wells. This work will include 10 inch stainless steel wells with associated outlet features (Manholes and discharge piping), modification of 4 existing relief wells, and construction of an access road to service and inspect the relief wells, installation of an articulated concrete mattress to channel and dissipate relief well flow and grouting shut approximately 30 existing wood-stave relief wells. RELIEF WELLS - The depth of relief wells on average is 45 ft. The new relief wells can be drilled using the reverse rotary method. The diameter of the hole shall be such that will permit placement of the minimum thickness of filter pack required. Relief well development shall be accomplished by high-velocity, horizontal jetting and simultaneous airlift pumping. Pumping tests will be required to determine whether the well has been adequately developed. Pumping tests are assumed to be accomplished using a deep-well submersible pump. All of the 4 existing newer stainless steel D-Type (ground-level discharge) relief wells will require modification to T-Type to restore or improve system functionality. COLLECTOR AND DISCHARGE CHANNEL CONSTRUCTION - The existing terrain in the portion of the project area upstream of CPL Belchik Memorial Expressway is formed by ground elevations primarily at or below elevation 409 ft NAVD88. With the discharge elevation of the relief wells at elevation 409 ft a spillway concept was developed to absorb and distribute the energy of the relief wells and allow it to sheet flow across the terrain to the adjoining Main Collector Ditch. This spillway is constructed of a roughly flat pad formed by ACM over a bedding material and geotextile at elevation 408.5 ft with large top-size riprap forming a lip and slope at the landward edge to cause water to distribute upstream and downstream of each outlet, and gently flow down into the ponding area. The increased flows from the more robust relief well system will require collection and discharge to the Main Collector Ditch, which currently acts as the inlet and feeder channel for the East Alton #1 pump station. The existing concrete collector ditch is insufficient to handle the existing relief well flows (much less so the greater flows of the new system), is inappropriately placed to incorporate the necessary access and construction features, and is otherwise inundated with earth and plant materials, and will require replacement with a more robust system. ACCESS ROAD CONSTRUCTION - Industry practice requires a minimum head differential between the drill rig and the water table of seven (7) feet to ensure stability of the well during drilling. Given that the water table in the project region is at, above or near the ground surface elevation, additional elevation of the drilling rig is required for placement of relief wells, especially relief wells that will discharge below existing grade or dewatering will be required. Access to the site for related construction activities and maintenance of the relief wells remains extremely difficult due to the steepness of highway embankment side-slopes and the wetland hydrography in the project area.
