- The National Geospatial-Intelligence Agency (NGA) is seeking information on sources to perform personal assistance services for individuals within NGA workplaces in accordance with a recent directive from the Equal Employment Opportunity Commission (EEOC). NGA anticipates the need to award a contract for these services no later than June 30, 2018, with an anticipated period of performance for no more than one (1) year. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Sections 501 and 504 of the Rehabilitation Act of 1973, as amended, requires Government agencies to provide reasonable accommodation for qualified individuals with disabilities. Additionally, effective January 3, 2018, EEOC requires that Government agencies provide personal assistance services allowing employees to participate in the workplace (see 29 CFR Part 1614.203). Personal assistance services are required to assist employees with performing activities of daily living that an individual would typically perform if he or she did not have a disability (not otherwise required as a reasonable accommodation), for example assistance with removing and putting on clothing and outer garments, eating, and using the restroom. Such services are required during work hours and job-related travel in alignment with 29 CFR Part 1614.203. Personal assistance services may include non-medical tasks such as toileting, assisting employees with targeted disabilities with cleaning in the event of an accident while at work (e.g., urine, fecal, vomiting, or feeding accident). Personal assistance services may also include proper positioning and repositioning assistance, transferring using equipment (e.g., transfer board), and assisting the employee with moving from one location to another during work hours (e.g., between meeting rooms, from the car to the building) and while on job-related travel. Personal assistance service providers may provide personal assistance services to more than one individual (e.g., by being centrally located in the building) or, as needed, provide dedicated support to a single individual. If a personal assistance service provider is required to provide services to a single individual, primary consideration must be given to the individual's preferences as permitted by law (see paragraph (d)(5)(iv) of 29 CFR 1614.203). As directed by government point of contact, personal assistance service providers may perform additional tasks unrelated to personal assistance services (e.g., administrative tasks), but only to the extent that doing so does not result in failure to provide required personal assistance services to individuals in a timely manner. The majority of services provided will be conducted in government facilities within a 20-mile (one-way) radius of each of NGA's main locations in Springfield, Virginia, and St. Louis, Missouri. However, services may be required outside of government facilities and while the qualified individual with a disability is on work-related travel outside of the local commuting areas. Initial market research indicates this requirement may be fulfilled via the Small Business Administration's 8(a) program or through GSA Schedule 621 I, Professional and Allied Healthcare Staffing Services. Nonetheless, NGA is requesting that vendors respond to this RFI with the following information: 1.A summary of vendor capabilities to provide personal assistance services in both NGA locations. 2.Ability to provide staff coverage in the event of absence of primary contractor support. 3.Suggestions on labor categories and staff qualifications for this type of service 4.A summary of current or previous contracts with Government or commercial entities to provide similar services. If current contracts are available, please provide information regarding client or customer, contract type such as fixed price or labor hour, dollar amount, location and a point of contact. 5.Small business status based on North American Industry Classification System (NAICS) code 621610, Home Health Care Services, which has a size standard of $15.0 in average annual revenues over the last three (3) years. Other NAICS code recommendations are encouraged. 6.Ability of vendor to provide individuals with Top Secret/Sensitive Compartmented Information clearances. At present, NGA has not determined whether this will be part of the requirement. 7.Status of any current Defense Facility Clearance and the corresponding Commercial and Government Entity (CAGE) code 8.Any other considerations not previously mentioned such as insurance or Service Contract Act applicability If you are interested in responding to this RFI, please submit your response via email to Bradley R.
