Description
MODIFICATION #1: A) THE REQUIREMENTS INITIALLY COVERED RUSKIN, FLORIDA. THIS MDOFICATION NOW ADDS THE FOLLOWING LOCATIONS: ATLANTA, GEORGIA SHREVEPORT, LOUISIANA BROWNSVILLE, TEXAS CORPUS CHRISTI, TEXAS B) THE POSTING IS NOW EXTENDED TO FRIDAY, JUNE 8, 2018 ****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Fibrebond Corporation. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) National Weather Service (NWS) Tampa Bay Area Weather Forecast Office (WFO) in Ruskin, Florida and its need for installation of a flooring membrane in a Fibrebond pre-cast concrete shelter, housing a diesel power electrical generator and fuel tanks. The Tampa National Weather Service (NWS) Weather Forecast Office (WFO) in Ruskin FL maintains a diesel fueled electrical generator for the WSR-88D weather radar site to supply power to the site when commercial power is not available. The Generator is housed in a precast concrete Fibrebond shelter with typical exterior dimensions of 15' - 2" length by 9' - 9" width. The installation of a hydrocarbon-resistant flooring membrane in the shelter is required to prevent generator engine fluids and fuel from contaminating the shelter's concrete floor and surrounding soil. Fibrebond is the manufacturer of the building and has a proprietary knowledge of the building requirements and specifications. Fibrebond would evaluate and repair any issues with the floor as per the manufacturer's requirements prior to the installation of the spill containment membrane and would deliver a higher quality product. Fibrebond confirms they are the source for this service for their precast concrete Fibrebond shelter. Period of Performance: Award through July 31, 2018 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
