VA Acquisition Academy, PM School FAC-P/PM IT Core Plus Pilot; RFI 1 Page 1 of 4 Request for Information (RFI) Sources Sought The Department of Veterans Affairs (VA) is issuing this Sources Sought in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on pricing, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement for the following: Publication Request PM School, VA Acquisition Academy The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on capability, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement for the following: Background The VA Acquisition Academy (VAAA) was created to address the growing acquisition workforce challenge facing the Department of Veterans Affairs and the Federal Government overall. With the downsizing from the last decade and the loss of institutional knowledge resulting from baby-boomer retirements, the acquisition workforce has been strained to keep pace with the increased amount of, and complexities associated with, outsourced work in support of the VA mission. In addition, oversight of the acquisition function across the entire Federal Government has grown dramatically in recent years. This, in combination with recent mandates by the Office of Federal Procurement Policy (OFPP), as implemented by the Federal Acquisition Institute (FAI) to meet required certification standards for the acquisition workforce, prompted the VA to stand-up the VAAA. The VAAA Program Management (PM) School launched a Federal Acquisition Certification in Program/Project Management (FAC-P/PM) training program in March 2010 to address this need for immediate impact on VA program performance. These training offerings satisfy OMB s initial and re-certification requirements, and assist in the maturation of the program management capability within the VA workforce to more effectively achieve mission objectives. Objective The Program Management (PM) School has seen one unique Government Integrated Technology (IT) oriented Federal Acquisition Certification of Program/Project Managers (FAC-P/PM) certification course series. The PM School would like to have VA project/program managers experience a FAC-P/PM IT Core Plus pilot delivery and then evaluate if VA should offer construction specific continuous learning course(s). The PM School (a school within VA Acquisition Academy) was created to address the training requirements for FAC-P/PM. While the current FAC-P/PM Entry, Mid, and Senior course series address the Federal Acquisition Institute (FAI) competency model for the base PM certifications, the purpose of the FAC-P/PM Core-Plus specialization is to establish the additional training, experience and continuous learning requirements for FAC-P/PM certified personnel who manage specific investments requiring specialized knowledge, skills and abilities. The VA Acquisition Human Capital Management (AHCM) office has identified IT Core Plus competencies, as published by the FAI, as required components necessary for the VA IT Acquisition Workforce to satisfy required training for certification in FAC-P/PM IT Core Plus certification. While the FAI s FAC-P/PM-IT Core-Plus competency model Vendor Listing list vendors, colleges and universities, and other organizations whose curricula has been verified to meet the required FAC-P/PM - Information Technology (IT) Core-Plus Competency Model v2.4 dated September 26, 2013. FAI's Verification Program is currently on hold for FAC-COR and FAC-P/PM reviews. THERE IS NO SOLICITATION AT THIS TIME. This request for capabilities information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Your responses may be shared with all stakeholders, thus the information received will not be considered proprietary. If your organization has the potential capacity to perform these contract services, please provide the following information: Cover Sheet 1 page Please provide the following information: 1. Index 1 page Please provide an index to assist the Government in identifying where you have addressed each question below in your Capabilities Statement and Market Information. Please provide question number and corresponding page and section heading and/or paragraph number. Capabilities Statement and Market Information : Does the vendor s curriculum address Competencies and Performance Outcomes as listed on the FAI FAC-P/PM Information Technology (IT) Core-Plus Specialization Competency Model v3.0 March 27, 2017 and are necessary to satisfy the VA AHCM training requirement. Does the vendor s curriculum offered courses similar in content to FAI courses, FPM 511 IT Project Management FPM 512 IT Management, Security, and Performance Assurance FPM 513 IT Infrastructure and Architectural Design as listed in FAI Course Catalog? Does the vendor s curriculum delivery capability include delivery at the PM School, located at 7485 New Horizon Way, Frederick, MD 21703, or at a Government facility as the COR indicates best supports the Government s mission? Does the vendor s curriculum delivery capability include delivery to a class size capacity up to 30 participants? Is the Vendor capable of obtaining favorably instructor adjudicated Special Agreement Check (SAC) or Closed, No Issues (SAC) finger print results, training delineated in VA Handbook 6500.6 (Appendix C, Section 9), and, the signed Contractor Rules of Behavior? Does the vendor s curriculum meet Section 508 Compliance? DISCLAIMER This Sources Sought is issued solely for information and planning purposes only and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
