- CFR Conceptual design RFP 999999 Core Facility Revitalization BSA is seeking a Construction Manager/General Contractor (CM/GC) for the construction/renovation for the Core Facility Renovation Project located at Brookhaven National Laboratory (BNL), Upton, NY 11973. BSA intends to renovate and revitalize building B725, the former home of the National Synchrotron Light Source (NSLS). This project includes repurposing a significant portion of the building for use as a new scientific computing facility with associated support space and required infrastructure. The CFR project shall utilize a CM/GC project delivery methodology. The CM/GC shall coordinate efforts with the design Architect and Engineer (A&E) to promote the partnership and collaborative working environment established between the CM/GC, A/E and BSA. The CFR project will build facilities to enable the computational requirements of the Nuclear Physics (NP) program, High Energy Physics (HEP) program, and other research programs conducted at BNL and other locations. The "big data" capabilities and expertise developed at BNL's RHIC/ATLAS Computing Facility will migrate to the new facility. It will continue to support the exponential growth of computing requirements associated with big-data experiments like the US ATLAS Experiment at CERN, and other scientific facilities and functions supported by alternative sources and contributions. Upgrades to the infrastructure are required to store, manage, and analyze the massive amounts of data BSA expects to gather from various programs. The project will enable more sustainable, economic, and efficient management of physical assets in support of BNL's mission by revitalizing aging, substandard building infrastructure where appropriate. The objective of the CFR project is to provide newly renovated and modern computing facilities, offices and support functions within the existing B725 facility. New modern and reliable power and cooling infrastructure shall be provided with capabilities for expansion and incremental growth. Robust backup capabilities shall be provided for both power and cooling. Strategies shall be incorporated that provide for efficient data center configurations and accommodate BNL's needs for future flexibility. Existing life-safety systems shall be upgraded and select exterior building system repair and replacements (roof, windows, etc.) shall be included. The Preliminary Key Performance Parameters (KPP's) to which the project will align are expressed in terms of IT power capabilities, emergency backup, and gross square footage (GSF) of the facility. The facility shall be designed with an initial (day-one) deployment of 3.6 mega watts (MW) IT power with 2.4 MW emergency backup (power and cooling) capabilities. Provisions shall be made within the facility design for two (2) additional incremental deployments of 1.2 MW IT power as future need dictates. Infrastructure shall be designed to systematically incorporate and bring on line the additional major mechanical and electrical components required for future growth. The Gross Square Feet (GSF) of the renovated facility required to support all of the computing equipment and all associated infrastructure shall be approximately 40,400 -60,600 GSF. The estimated cost for construction of conventional facilities is approximately $42,000,000.00 to $47,000,000.00. The work will require Construction Manager/General Construction services to support the Preliminary Design, Final Design, and Construction of the Core Facility Revitalization project. The CM/GC shall perform two distinct phases of services. Phase I work - "Pre-Construction Services" shall include services that will be performed during the design and construction sub-tier proposal period. Phase II work - "Construction Services" (Optional) shall include all tasks performed for the execution of the conventional construction scope of work including management and administration of all activities and subcontracts. Phase II shall be executed at the sole discretion of BSA upon successful completion of Phase I The CFR project shall utilize the CM/GC project delivery methodology. The CM/GC and AE shall coordinate efforts to promote the partnership and collaborative working environment established between the A&E, CM/GC, commissioning agent and BSA. The expectation is that all parties will collaborate and cooperate as required to achieve the common goal of successful project execution.
