- Justification other than full and open competition NOTICE OF INTENT TO ISSUE A CONTRACT. The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to Virginia Tech Transportation Institute, a division of Virginia Polytechnic Institute and State University, 300 Turner St NW Ste 4200, Blacksburg, VA, 24061-6100, for services to design, develop and conduct an evaluation of the effectiveness of the North American Fatigue Management Program (NAFMP) in reducing fatigue among commercial truck drivers. The Virginia Tech Transportation Institute is only source because of the following: 1. The Virginia Tech Transportation Institute (VTTI) is the only institute that has successfully conducted large-scale naturalistic studies that utilized smart phones, actigraphs, electronic logging devices (ELDs), and onboard safety monitoring systems (OBSMS) to collect research data from commercial truck drivers. The current project proposes to use all of these technologies to prospectively collect naturalistic observational data from 150 commercial truck drivers (75 regional and 75 long-haul) over 12 consecutive months. VTTI has critical experience and technological expertise on how to collect, securely transfer, reduce the data for analysis, and analyze these types of data collected from commercial motor vehicle operational environments. 2. VTTI is the only institute that has developed smart phone apps to collect data from commercial truck drivers and the proprietary technology that disables a cell phone while the truck is in motion (to avoid unsafe distractions while driving), as well as the encryption software that prevents data leaks from individuals outside the research team. The study will collect data on drivers self-report on stress, sleep, fatigue, difficulty of drive, and degree of drive hazards. 3. VTTI is the only vendor that has 200 functioning smartphones and actigraph devices for use in this study which have been provided by the Federal Motor Carrier Safety Administration (at no additional cost to the government}, including a license to use the brief Psychomotor Vigilance Test (which is a required app in the study). The smart phone apps (that will be used in the study to collect truck drivers' self-report on stress, sleep, fatigue, difficulty of drive, and degree of drive hazards) were developed by VTTI and have already been programmed on these smartphones. 4. VTTI is the only vendor that has conducted extensive and thorough research on the effectiveness of hours of service (HOS) regulations using truck naturalistic driving studies. Through these HOS studies, VTTI has clearly demonstrated unique expertise quantifying and evaluating fatigue among truck drivers. This contract action is for one year with three - one year option periods the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) and 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals/responses received from the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any proposal/response should be emailed to Dwight Favors, Contract Specialist at dyf3@cdc.gov by June 19, 2018. If no affirmative responses are received on or before the date stated, in accordance with FAR 6.302-1(a)(2), negotiations will be conducted with Virginia Tech Transportation Institute, a division of Virginia Polytechnic Institute and State University, 300 Turner St NW Ste 4200, Blacksburg, VA, 24061-6100, as the only source and a contract will be issued without any additional notices being posted.
