- Service Contract Act Wage Rates Drawings Schedule of Items Specifications and SOW Combined Synopsis/Solicitation document This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as RFQ. The documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. This procurement is set aside for SMALL BUSINESS. The NAICS code is 238220 and the Small Business Size Standard is $15 MILLION. The following Federal Acquisition Regulation (FAR) clauses and provisions, the Department of Agriculture Acquisition Regulation (AGAR) clauses and provisions, and supplemental terms and conditions apply to this solicitation and are incorporated by reference (IBR) or by full text into the solicitation and final awarded contract.
