- The Indian Health Service (IHS) intends to award a non-competitive purchase order to the University of New Mexico, 1700 Lomas Blvd NE, Albuquerque, NM, 817106-3807, DUNS 868853094. This purchase order will be awarded pursuant to the authority of Federal Acquisition Regulation (FAR) Subpart 13.5, Simplified Procedures for Certain Commercial Items; FAR Part 12, Acquisition of Commercial Items (41 U.S.C. 1906, 1907, and 3307); 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements"; and FAR 37.4, Nonpersonal Health Care Services (10 U.S.C. 2304 and 41 U.S.C. 253). -Requirements Description/Synopsis- Background: The Indian Health Service (IHS), Office of Clinical and Preventive Services, Division of Behavioral Health, Telebehavioral Health Center of Excellence is in need of training, consultation, and continuing education credits to disseminate to IHS/Tribal/Urban (ITU) clinical and non-clinical staff. The proposed contract action is for the following requirements: The contractor will provide training on a broad range of topics, including behavioral health, pain, and opioids. Trainings will primarily be web-based, but will also include a limited number of on-site, in-person trainings. Trainings may require curriculum development and course evaluation. The primary audiences will be IHS, Tribal, and Urban staff with diverse educational, cultural, and practice backgrounds. The IHS Telebehavioral Health Center of Excellence (TBHCE) will provide the learning platform and technical expertise to host the trainings. These services will be provided in a variety of formats, including webinar, recordings, televideo, in-person, etc. to best match the content and the audience. The contractor will, working with IHS TBCHE staff, ensure that relevant Continue Education credits are available for these activities. Services should be culturally sensitive and incorporate discussions of AI/AN culture and Trauma Informed Care. The contractor will also provide relevant and appropriate Continuing Education credits for other trainings hosted by TBHCE by other entities. For example, training presented by internal, IHS staff. The TBHCE will provide the web-based platform for all virtual trainings. TBHCE will also provide all required technical support to presenters and attendees. Any registration or learning management systems will generally be handled by TBHCE. Special Contract Requirements: Contractors cannot serve as expert witnesses in any suit against the Federal Government. Many of the IHS patients receiving services may only speak a native language and/or reside on a Native American Reservation, therefore, the Contractor must demonstrate sensitivity to cross-cultural and language differences. ______________________________________________________________________________ All responsible sources may submit a capability statement, which shall be considered by the Agency. A subsequent Request for Proposal (RFP) will be forthcoming with associated documents to provide greater detail of the contract requirements. The anticipated date of issue is on or about June 27, 2018, with proposals due approximately 15 days after RFQ issuance.
