- Attachment #9 - Past Performance Questionnaire Attachment #8 - Standardized Workforce Template Attachment #7 - CBP Subcontracting Plan Outline Attachment #6 - Labor Estimate Template Attachment #5 - Wage Determination/Collective Bargaining Site Listing Attachment #4 - DD254 Attachment #3a - DHS Management Directive 11042.1 Attachment #3 - Form 11000-6 Attachment #2 - Quality Assurance Plan Attachment #1 - Statement of Work NAMLS Request for Proposal The Department of Homeland Security, U.S. Customs and Border Protection (CBP) is issuing this Request for Proposal (RFP) for the procurement of Aviation Maintenance and Logistics Support Services for CBP's diverse fleet of fixed-wing and rotary-wing aircraft to accomplish its core competencies of interdiction, investigation, domain awareness, contingency operations and national taskings. The acquisition of these services will ensure that the Government has the numbers and types of properly configured aircraft available where and when required to meet operational commitments. CBP's aviation assets consists of approximately 211 aircraft including a variety of non-certificated (military) and certificated fixed and rotary wing, single and multi-engine aircraft, some of which are modified and equipped with state-of-the-art, highly sophisticated sensor equipment, i.e., Radar and Electro-Optical/Infrared Detecting Systems designed to facilitate smuggling detection, interdiction, tracking, and apprehension. These aircraft are supported at approximately 34 locations in the Western hemisphere. It should be noted that the fleet of CBP P-3 and UAS aircrafts are excluded from this acquisition, as services for those aircraft are provided under separate contracts. This procurement action is being solicited as a Full and Open Competition. The Acquisition Title is "National Aviation Maintenance and Logistics Services". The principle nature of the requirements described in this solicitation is consistent with services performed by industries in the North American Industry Classification System (NAICS) Code 488190 "Other Support Activities for Air Transportation" with a small business size standard of $32.5M. The contract type for this effort will be a hybrid Firm Fixed Price (FFP) and Cost Plus Incentive Fee (CPIF) with Cost Reimbursable contract line items. It is anticipated that the period of performance for the Air and Marine Operations National Aviation Maintenance and Logistics Support requirements will be for a twelve (12) month base period with nine (9) twelve month option periods with an opportunity for a 6-month option at the end of Option Year 9. INDUSTRY DAY: The Government will hold an Industry Day Event on June 20, 2018 at the CBP Tucson Air Branch, AZ, to familiarize interested parties with the size and scope of the National Aviation Maintenance and Logistics Services Program. The event will consist of a site visit of the Branch, a briefing on the Program Mission Objectives, Statement of Work, and a Questions and Answer Session. Prior to the event, attendees must submit early questions by email to namlsrecompete@cbp.dhs.gov no later than 12:00PM EDT June 8, 2018. Further details on the Industry Day Registration and Agenda are in the RFP document. RFP QUESTIONS (AFTER INDUSTRY DAY): Questions or concerns regarding any aspect of this RFP must be forwarded via email to namlsrecompete@cbp.dhs.gov on or before 12:00 PM EDT on June 22, 2018 so that they can be addressed prior to the submission of your proposal. Responses to questions will be provided via Amendment to the RFP and posted to the FBO website. PROPOSAL SUBMISSION INSTRUCTIONS: Please submit your proposal (Vols. 1 and 2) via email to namlsrecompete@cbp.dhs.gov on or before 16:00 EDT on July 27, 2018. There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the Government.
