- This is the edited copy of the Amd #01 synopsis. SF330's remain due 20 June 2018. Unrestricted Architect-Engineer (A-E) Indefinite Delivery Contract (IDC) for Master Planning Services to Support Projects Assigned to the Regional Planning and Environmental Center (RPEC) and the Southwestern Division (SWD) in accordance with ER 5-1-10 Amendment 01 to Announcement (20 May 2018) Summary of Changes: Reference Section 4(C), Professional Qualifications: -Senior Project Manager: the sentence requiring all three Project Managers to be AICP certified is deleted. 1. CONTRACT INFORMATION: General: A-E Master Planning Services Indefinite Delivery Contracts (IDCs) are being procured in accordance with the Brooks Act (Public Law PL 582) and implemented in accordance with the Federal Acquisition Regulation (FAR) Subpart 36 to support projects assigned to the U.S. Army Corps of Engineers' Southwestern Division (SWD) Regional Planning and Environmental Center (RPEC) and projects assigned to SWD in accordance with USACE Acquisition Instruction (UAI) Subpart 7.1 and Engineering Regulation (ER) 5-1-10. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This announcement is set-aside as "Unrestricted" and as such is open to all businesses. The acquisition is being procured under NAICS code 541320, Landscape Architectural Services, with an applicable small business size standard, as established by the U.S. Small Business Administration, of $7,500,000. Contracts are anticipated to be awarded in August/September 2018. A target of three (3) Unrestricted A-E Master Planning Services IDCs will be negotiated and awarded from this announcement, with a shared capacity of $24.6M. Each IDC will have a 5 year ordering period consisting of a 3-year Base Period and one 2-year Option Period. Each IDC will have a maximum Task Order limitation of $6M and a Minimum Guarantee amount of $2,500 applicable to the Base Period only. Contracts awarded under this announcement will be administered by the RPEC and Tulsa District (SWT) Contracting. Contract capacity may be shared with other CONUS geographic USACE Districts where the principles of the Project Management Business Process and ER 5-1-10 have been met. The Government makes no representation or guarantee as to the total number of Task Orders or amount of work to be awarded. The Tulsa District is issuing two (2) synopses for A-E Master Planning IDCs: 1) Target to award 3 Unrestricted IDCs (W912BV-18-R-0015) 2) Target to award three (3) Small Business IDC (W912BV-18-R-0012) Firms are encouraged to respond to either or both synopses they may be qualified and for which they may wish to be considered. BECAUSE TWO (2) SYNOPSES WILL BE ANNOUNCED CONCURRENTLY, ENSURE THE CORRECT SYNOPSIS/RFP NUMBER IS CORRECTLY IDENTIFIED ON YOUR SUBMITTAL. Contract Award Requirements: In order for a firm to be eligible to receive a contract award, they must be registered in the System for Award Management (SAM) database and have NAICS 541320 identified on their profile. Register via the SAM internet site at https://www.sam.gov. Wage Determinations: The Service Contract Labor Standards (formerly Service Contract Act) Wage Determinations, if applicable, will be included with individual Task Orders. The proposed services will be obtained by a Negotiated Firm-Fixed-Price Contract. Nature of Work: The services necessary for each requirement will be negotiated and awarded as individual Task Orders. The A-E shall furnish all labor, personnel, services, supervision, materials, supplies, travel and any other items necessary to fully complete each Task Order. Place of Performance: Projects are anticipated to be primarily in support of the U.S. Army Corps of Engineers within the Southwestern Division (SWD) boundaries; however, Task Orders under any resultant IDC contracts may be awarded for projects outside the geographic area of the Southwestern Division (SWD) boundaries as assigned and approved in accordance with UAI Subpart 7.1 and ER 5-1-10. 2. SELECTION PROCESS: Selection for MATOC Negotiation: In accordance with 40 U.S.C. Chapter 11 (Selection of Architects and Engineers Statute), the applicable provisions of the Competition in Contracting Act (Pub. L. 98-369, 98 Stat. 1175), the applicable provisions of the Federal Acquisition Streamlining Act (Pub. L. 103-355, 108 Stat. 3243), and FAR 16.500(d), the Government will select firms for MATOC negotiation using the procedures set forth in FAR Subpart 36.6 and Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 236.6: • In accordance with FAR 36.602-3(a), the Government will review the Standard Form (SF) 330s submitted in response to this synopsis. • In accordance with FAR 36.602-3(b) and DFARS 236.602-1(a), the Government will evaluate those SF 330s in accordance with the criteria in FAR 36.602-1 and DFARS Procedures, Guidance, and Information (PGI) 236.602-1, as set forth in greater detail in this synopsis. • In accordance with FAR 36.602-3(c), the Government will hold discussions with at least three of the most highly qualified firms regarding concepts and the relative utility of alternative methods of furnishing the required services described in this synopsis. • On the basis of the above, in accordance with FAR 36.602-3(d), the Government will determine the firms most highly qualified to perform the required services described in this synopsis. Selection for Task Order Negotiation: In accordance with 40 U.S.C. Chapter 11 (Selection of Architects and Engineers Statute), the applicable provisions of the Competition in Contracting Act (Pub. L. 98-369, 98 Stat. 1175), the applicable provisions of the Federal Acquisition Streamlining Act (Pub. L. 103-355, 108 Stat. 3243), and FAR 16.500(d), the Government will select firms for Task Order negotiation using the procedures set forth in FAR Subpart 36.6 and DFARS Subpart 236.6. • After Task Order requirements are defined, the Government will determine if the SF 330s submitted in response to this synopsis provide the information needed to provide a basis to determine the most highly qualified contractor to perform the Task Order requirements, or if additional, Task Order-specific information is needed to determine the most highly qualified contractor to perform the Task Order requirements. • If the Government determines that it requires additional, Task Order-specific information to determine the most highly qualified contractor to perform the Task Order requirements, the Government will issue a Task Order synopsis to the eligible MATOC holders notifying them of the Task Order requirements and selection criteria, and offering the eligible MATOC holders an opportunity to submit SF 330s specific to the Task Order requirements. Such a Task Order specific SF 330 may not include a team member not identified in Part I, Section C of the SF 330 submitted in response to this synopsis. • In accordance with FAR 36.602-3(a), the Government will review the MATOC holders' SF 330s on file or, as requested by the Government, SF 330s specific to the Task Order requirements. • In accordance with FAR 36.602-3(b) and DFARS 236.602-1(a), the Government will evaluate those SF 330s in accordance with the criteria in FAR 36.602-1 and DFARS PGI 236.602-1. • The Government reserves the right to request an updated SF 330 annually or at a task order-level basis from the firms awarded a contract under this announcement. If the Government's evaluation will be based upon SF 330s on file, the Government will evaluate firms' qualifications under the selection criteria set forth below, as applied to the task order requirements. The Contracting Officer will have available for consideration of the following criteria in deciding which contractor will be selected to negotiate an order: • Performance and quality of deliverables under the current contract • Current capacity to accomplish the order in the required time • Professional qualifications necessary for satisfactory performance of required services • Uniquely specialized experience and technical competence in the type of work required • Knowledge of the locality where the work will be performed If the Government's evaluation will be based upon SF 330s specific to the task order requirements, the selection criteria will be set forth in greater detail in the task order synopsis. In instances where the same required services recently have been acquired under a substantially similar task order, the Government has up-to-date information on the contractors' relevant qualifications under the evaluation criteria applicable to the task order, and the Government has held recent discussions with the most highly qualified firms, discussions will be at the discretion of the selection authority. In such instances, the selection authority will use previously acquired discussion information only if all relevant information required by FAR 36.6 is available, documented, and up-to-date. • On the basis of the above, in accordance with FAR 36.602-3(d), the Government will determine the firms most highly qualified to perform the required services for the task order. 3. PROJECT INFORMATION: Work under these IDC contracts encompasses a broad scope of A-E Master Planning Services, which may include but not necessarily limited to: Vision Plans, Area Development Plans, Renewable Energy Designs, Energy Audits, Net Zero Plans and Tools, Master Planning Tools, Real Property Inventories, Utilities Plans, Transportation Plans, Base Camp Plans, and related environmental functions including but not limited to Natural Resources Management, Cultural Resources Management, Historic Resources Management, and Water Resources Management, additional tasks that may be identified within the Unified Facilities Criteria (UFC) Installation Master Planning guidance (UFC 2-100-01), as well as other Master Planning A-E services to be accomplished in accordance with all DoD, local, state and federal regulations, policies and goals. 4. SELECTION CRITERIA: All qualifications submissions (SF330s) received in response to this acquisition will be evaluated based on the following selection criteria in descending order of importance. Criteria A through E (Specialized Experience and Technical Competence, Past Performance, Professional Qualifications, Capacity to Respond to Multiple Task Order RFPs and Awards, and Knowledge of the Locality) are primary and criteria F through H (Small Business Participation, Geographic Proximity to SWD and Volume of DoD Contract Awards during the Previous 12 Months) are secondary and will only be used as additional discriminators, or tiebreakers, among technically equal firms. A) Specialized Experience and Technical Competence (Ensure that all special experience requirements are reflected on appropriate personnel resumes at Section E, Part I, SF 330). Firms should submit projects that demonstrate breadth, depth and complexity of specialized experience as well as their technical competence within the past 5 years in successfully managing and performing broadly scoped and technically complex A-E Master Planning Services projects to comply with applicable Department of Defense (DoD), DoD Agency-specific, UFC requirements and any other applicable federal, state or local codes or regulations. A-E Firms shall show specialized experience and technical competence in the below areas. • Use of and compliance with the DoD's Unified Facilities Criteria (UFC) Installation Master Planning Guidance • Performance of individual Master Planning tasks such as Transportation Plans, Utilities Plans and Base Camp Plans that are then integrated into the overall Installation's long-term Installation Development Plan • Sustainable and Resilient Planning and Design In Section F of the SF330, cite whether the experience is that of the Prime (Joint Venture), Consultant, or an individual. Work cited that is experience of the Prime (or Joint Venture) from an office other than that identified in Section B shall be so labeled. NOTE: The intent of Section A is to present relevant project experience. A project is defined in Section 4(f) Submission Requirements below. Experience not consistent with the definition of a project will not be considered. B) Past Performance. Past performance on DoD and other federal agencies' contracts for environmental projects with respect to quality of work, compliance with delivery schedules, cost control, history or working relationships with proposed subcontractors, and overall cooperativeness and responsiveness. Past Performance Information Retrieval System (PPIRS) and CPARS is the primary source of information on past performance. However, any credible, documented evaluations may be considered. The Government is not required to seek other information on the past performance of a firm if none is available from PPIRS/CPARS. In a situation where the Firm was a sub-consultant and no PPIRS or CPARS record exists in their name, completed PPQs may be submitted (after Section H) as records of the Firm's past performance. These PPQs will be excluded from the 20-page limitation. However, the Firm must provide the required narrative of their past performance of this Section. C) Professional Qualifications. In order to meet the minimum requirements for professional qualifications, the AE Firm must show the organization of the team that will support the A-E Master Planning Services contract as well as the qualifications of the staff on that team. The disciplines below are considered Key Personnel and may be employees of the Prime or team Subcontractors, with the exception of the Program and Project Managers and Senior Master Planner, who must be employees of the Prime. Individuals proposed as Key Personnel shall not dual hat in any role. The following are experience requirements for various positions on the team: Program Manager: The Firm shall propose one (1) senior-level staff member with a minimum of fifteen (15) years of professional experience, of which five (5) years shall be as a Program Manager or Project Manager of complex Master Planning projects consistent with the program areas described in Section A above. This person will be responsible for the overall management of the A-E Master Planning IDC, including quality control of all deliverables. The Program Manager must have a minimum of a Bachelor's Degree in Urban Planning, Architecture, Landscape Architecture, or Civil Engineering and must be currently professionally registered in their discipline. Current certification in the American Institute of Certified Planners (AICP), Leadership in Energy and Environmental Design (LEED), and/or Project Management Professional (PMP), as well as experience with the DoD Uniform Facilities Criteria (UFC), while not required, is preferred. The Program Manager must be an employee of the Prime. Senior Project Manager: The Firm shall propose three (3) Senior Project Managers, each with a minimum of ten (10) years of professional experience managing broadly scoped Master Planning projects consistent with the program areas described in Section A above. Each Project Manager will be responsible for management of one or more task orders issued on the A-E Master Planning IDC. All three Project Managers are required to be current certified members of the American Institute of Certified Planners (AICP). Also at least one of the three project managers must have currently active LEED certification. Project Managers possessing at least a Bachelor's Degree and with a current professional registration as a registered architect (RA), registered landscape architect (RLA) and/or professional engineer (PE) are preferred. A PMP certification cannot be viewed as a professional registration. Current certification in the American Institute of Certified Planners (AICP), Leadership in Energy and Environmental Design (LEED), and/or Project Management Professional (PMP), as well as experience with the DoD Uniform Facilities Criteria (UFC), while not required, is preferred. The Senior Project Managers must be employees of the Prime. Senior Master Planner: The Firm shall propose one (1) Senior Master Planner possessing a minimum of a Bachelor's degree in Urban Planning, Architecture, Landscape Architecture, and/or Civil Engineering and must be currently professionally registered in their discipline, and a minimum of ten (10) years of professional experience related to providing Master Planning Services for projects consistent with the program areas described in Section A above. The individual must demonstrate at least three (3) years' experience with projects/products that were performed in accordance with the Unified Facilities Criteria (UFC) Installation Master Planning guidance (UFC 2-100-01). Current certification in the American Institute of Certified Planners (AICP) and/or Leadership in Energy and Environmental Design (LEED), while not required, is preferred. The Senior Master Planner must be an employee of the Prime. Senior Landscape Architect: The Firm shall propose one (1) currently professionally registered Senior Landscape Architect possessing a minimum of a Bachelor's Degree and a minimum of ten (10) years of professional experience, of which at least five (5) years must be related to Master Planning projects consistent with the program areas identified in Section A above. Current certification in the American Institute of Certified Planners (AICP) and Leadership in Energy and Environmental Design (LEED), as well as experience with the DoD Uniform Facilities Criteria (UFC), while not required, is preferred. Senior Architect: The Firm shall propose one (1) currently professionally registered Senior Architect possessing a minimum of a Bachelor's Degree and a minimum of ten (10) years of professional experience, of which at least five (5) years must be related to Master Planning projects consistent with the program areas identified in Section A above. Current certification in the American Institute of Certified Planners (AICP) and Leadership in Energy and Environmental Design (LEED), as well as experience with the DoD Uniform Facilities Criteria (UFC), while not required, is preferred. Senior Professional Engineer: The Firm shall propose two (2) currently professionally registered Environmental or Civil Engineers, each having a minimum of ten (10) years of project experience consistent with the program areas described in Section A above. Certifications such as PMP cannot be viewed as meeting the requirement for a professional registration. Current Project Management Professional (PMP), as well as experience with the DoD Uniform Facilities Criteria (UFC), while not required, is preferred. Technical Staff: The Firm shall submit resumes for 10 additional staff-level technical personnel that will complete the Firm's project team and who have supported those projects submitted as Specialized Experience and Technical Competence in support of Section A above. These technical staff may include, but not necessarily be limited to: Master Planner, Landscape Architect, Architect, Environmental Engineer, Civil Engineer, Biologist/Ecologist, Archeologist, Geologist/Geophysicist, Traffic Engineer, Surveyor, Economist and GIS technician. Each of these staff shall have a minimum of four (4) years of professional experience with broadly scoped Master Planning projects consistent with the program areas described in Section A above. Include staff that will assist the PMs on awarded tasked orders. Resume's submitted for individuals proposed for disciplines within the Technical Staff category of Key Personnel will be accepted and considered as long as the number of resumes do not exceed the limitation of ten (10). NOTE: Resumes for Key Personnel positions not listed in the categories (i.e. Program Manager, Senior Project Manager, Senior Master Planner, Technical Staff, etc.) specified above will not be considered. The evaluation of resumes will consider education, training, certifications/registrations, overall and relevant experience, and longevity with the firm. This criterion is primarily concerned with the qualifications and management capabilities of personnel and the firm not the number of personnel, which is addressed under the capacity criterion. D) Capacity to respond to multiple Task Order RFPs and Awards. Sufficient capacity to respond quickly, mobilize qualified personnel, and produce quality results under short deadline constraints for accepted task orders. This includes demonstrating the firm's availability to initiate and provide sufficient key staff and sufficient disciplines for execution of multiple concurrent task orders. Firms should demonstrate a strong ability to provide comprehensive program and project management for complex work and a strong ability to provide comprehensive A-E Master Planning Services, the necessary number of teams or crews for expedited and complex projects, as well as the ability to meet unforeseen schedule changes. Submitting firms should demonstrate experience with similar size contracts and the available capacity of key disciplines. E) Knowledge of the Locality. The primary area to be covered by the awarded IDCs is the Civil Works and Military boundaries of SWD, including the states of Arkansas, Oklahoma, New Mexico, Kansas, Louisiana and Texas. Submitting firms should demonstrate knowledge of the area covered by these states. Examples include knowledge of state and EPA regulatory framework, geologic/hydro-geologic features, and local laws and regulations. F) Small Business and Small Disadvantaged Business Participation. All Offerors shall identify the extent to which Small Businesses (SBs), Veteran-Owned Small Businesses (VOSBs), Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), HUBZone Small Businesses, Small Disadvantaged Businesses (SDBs) Woman-Owned Small Businesses (WOSBs), Historically Black Colleges/Universities or Minority Institutions (HBCU/MIs) would be utilized in the performance of this proposed contract. The expected minimum participation goals are listed in the evaluation criteria below. Provide the names of SB, VOSB, SDVOSB, HUBZONE SB, SDB, WOSB, or HBCU/MIs who would participate in the proposed contract, identifying specific components to be produced or services to be performed by them, and the estimated total dollars of such work. Evaluation Criteria: All Offerors (both large and small businesses) will be evaluated on the level of small business commitment that they demonstrate for the proposed acquisition. A small business Offeror also receives credit for their small business participation as a Prime Contractor and can apply their dollar value and calculate percentages in all the applicable small business categories. The government will evaluate the proposals to determine which offeror(s) propose the best value in terms of meeting all the Small Business Participation goals using the following criteria: a. The extent of participation of small business prime offerors and small business subcontractors in terms of the percentage of the value of the total acquisition. The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals and linked to specific work. This should include a diagram or narrative showing generally when socio-economic expenditures will occur throughout the period of performance. This data will assist in quantifying expectations of subcontracting goal achievement when evaluating subcontracting performance on Individual Subcontracting Reports. c. The extent of commitment to use such firms (existing written and enforceable commitments as opposed to business relationships that are simply planned or theoretical); d. The identification of the complexity and variety of work that will be performed by the specific small businesses e. The extent to which the Offeror provides detailed explanations/documentation supporting the proposed participation percentages, or lack thereof. This can include market research showing availability of relevant companies certified in the socio-economic categories corresponding to proposed participation percentages. NOTE: All Offerors (both large and small businesses) are required to complete the following Small Business Participation Plan Form and submit with their proposal. This form will be the primary source of data used to evaluate the Small Business Participation factor. Offeror's market research and small business participation analysis in accordance with the evaluation criteria listed in the previous paragraphs should be reflected on this form. Provide the names of the small business firms that would participate in the proposed contract, identifying specific components to be produced or services to be performed by them in addition to the information required by criteria 1-4 above. The Small business Participation Plan Form, Joint Venture (JV) Agreements and any signed Teaming Agreements or Letters of Commitment are to be submitted as an Appendices to the Firm's SF330 and will be excluded from the 20-page limitation. A Small Business Subcontracting Plan is separate from the Small Business Participation plan and must meet the requirements of FAR 52.219-9 and DFARS 252.219-7003 (or DFARS 252.219-7004 if the offeror has a comprehensive subcontracting plan). SMALL BUSINESS SUBCONTRACTING PLANS SHALL REFLECT AND BE CONSISTENT WITH THE TOTAL CONTRACT DOLLAR COMMITMENTS OFFERED IN THE SMALL BUSINESS PARTICIPATION PLAN. G) Geographic Proximity to SWD. Location of the firm in general geographical area of the Southwestern Division (SWD); and H) Volume of Department of Defense (DoD) Contract Awards During Previous 12 Months. The volume of DoD contract awards during the previous 12 months will be considered for equitable distribution of Department of Defense Architect Engineer contracts among qualified Architect-Engineer firms including small and small disadvantaged business firms, and firms that have not had prior Department of Defense Contracts. 5. SUBMISSION REQUIREMENTS: Hard copy submittals will not be allowed. Submittals should be sent to U.S. Army Corps of Engineers, Tulsa District Attn: Ms. Brenda Anderson electronically via AMRDEC (see attached User's Guide) to Brenda.K.Anderson@usace.army.mil, no later than 2:00 pm, CST on 20 June 2018. AMRDEC User's Guide will be provided via separate document titled "AMRDEC User's Guide". Offerors must utilize the AMRDEC SAFE website at https://safe.amrdec.army.mil/SAFE/ to transmit their submittals. The email addresses of the Government recipients must only be: Brenda.K.Anderson@usace.army.mil and Robert.E.Reed@usace.army.mil. Offerors are reminded to allow sufficient time for their submittals' files to upload, transmit and timestamp by AMRDEC. Therefore, waiting until the last minute to attempt transmission of your proposal could result in your submittal being deemed late should the website encounter performance or technical issues. All questions must be submitted through the Bidders Inquiry System. Instructions for the Bidders Inquiry System and the deadline for submission of any inquiries will be provided via separate document entitled: "Bidder's Inquiry Info Section". (a) Interested firms having the capabilities and qualifications to perform this work must submit one.SF 330 (8/2016 Edition) including Parts I and II as described herein by the identified date and time above. The submission date and time will be strictly enforced and late submissions via AMRDEC will not be considered. Late proposal rules found in FAR 15.208 will be followed for late submittals. Solicitation packages are not provided. The SF 330 must be complete and specifically address the requirements of this announcement. Functions to be subcontracted shall be clearly identified by subcontractor or entity and their office location (specify the address of the office and key person that is assigned there). (b) Responding firms must submit an electronic copy of their originally signed, or current (signed within the past 12 months), and accurate SF 330, Part II for the specific prime, other offices of the prime, and subcontractor offices proposed to perform the work even if an SF 330, Part II is already on file. SF 330, Part II shall be provided for the specific prime, other offices of the prime, and subcontractor offices proposed to perform the work. All Part IIs MUST be signed and dated within the last 3 years to be considered current. Although firms are encouraged to update their SF 330 Part II at least annually, older ones (up to 3 years old in accordance with FAR 36.603(d)(5)) will still be considered by the board. However, a firm may be recommended as not qualified or ranked low if missing, confusing, conflicting, obsolete or obscure information prevents a board from reasonably determining that a firm demonstrates certain required qualifications. Indicate in Block 5b of each Part II if the firm is a Large Business, Small Business, HubZone, Service Disabled Veteran-Owned Small Business, or Woman-Owned Small Business. To be classified as a small business, a firm's average annual receipts or sales for the preceding three fiscal years must not exceed $7.5 million. (c) Submit only one SF 330, Part I from the Prime for the design team, completed in accordance with the SF 330 instructions and additional instructions herein. It must contain information in sufficient detail to identify the team (prime, other offices of the prime, and consultants) proposed for the contract. The A-E shall not include company literature with the SF 330. (d) Complete Block No. 4 Part II in accordance with the SF 330 instructions (page 4). (e) In Section C of the SF 330, Part I, identify the discipline/service to be supplied by the Prime, Prime Branch offices as applicable, and each consultant. Provide brief resumes in Section E of the key on-staff or consultant employees you intend to use to perform the work. Each resumes shall not exceed two (2) pages. (f) In Section F, 10 projects for the total proposed Team (including the prime and consultants) shall be provided. Section F shall not exceed twenty (20) pages. Submitted projects shall be physically completed, or at least 75% physically completed, not amount invoiced, within the last 5 years prior to the submission due date. A project is defined as: In order to be deemed a ‘project', it must meet one, and only one, of the following: -1 single Task Order against an IDC (a "D" contract) covering work performed at one single site; or -1 single Task Order against an IDC (a "D" contract) covering work at multiple sites within one single installation or facility; or -1 single "C" type contract (not a "D" contract) covering work performed at one single site; or -1 single "C" type contract (not a "D" contract) covering work performed at multiple sites within one single installation or facility; or -1 single Task Order against an IDC (a "D" contract) covering work performed at multiple but separate installations, meaning the installations are in different cities, states, etc.; or -1 single "C" type contract (not a "D" contract) covering work performed at multiple but separate installations, meaning the installations are in different cities, states, etc. (g) In Section G, block 26, along with the name, include the firm and office location the person is associated with. The names of all individuals included in the resumes in Section E shall be listed in Block G-26 along with their firm location and their roles even if example project experience in Block G-28 is not applicable. Also include Team Project Organization Chart in Part I, Section D indicating how each firm on the proposed team (prime, applicable prime branch offices, and each subcontractor as identified in Part I, Section C) integrates into the composite team. (h) In Section H, of the SF 330, Part I, provide a narrative to address each of the requirements, including subparagraphs, of items listed in Section 3, Selection Criteria, of this announcement. (i) In Section H, Part I, SF 330, firms must show their last 12 months DoD contract awards stated in dollars (see 3(e) above), provide an itemized summary of DoD awards to include Agency Contract Number/Task Order No. DoD awards shall be shown in an itemized summary including Agency, Contract Number/Task Order No., Project Title, and Award Amount dollars. Include a total of all listed awards. Note that award of Indefinite Delivery Contracts must not be counted as award amounts; only actual Task Orders and any modifications thereto should be included in the amounts. When addressing Team capabilities, clarify planned capability, existing capability, and prior experiences, if any. Include any other relevant information including a short discussion of why the firm is especially qualified based upon the specific selection criteria listed in Section 3. The Firm shall provide their list of DoD contract awards summary on a new Section H Additional Sheet and the last contract award being the last item identified on the last page (i.e. no other Section H information). The list of DoD contract awards will be excluded from the 20-page limitation. (j) In Section H, Part I, SF 330, generally, describe the firm's Quality Management Plan (QMP). A project-specific detailed QMP must be prepared and approved by the Government as a condition of contract award, but is not required with this submission. A Management Plan that references and explains the organizational chart submitted in Section D as well as a narrative identifying the roles and responsibilities of the proposed team and clearly identifies lines of communication and subcontractor management. Indicate the estimated percentage involvement of each firm on the proposed team. Do not exceed twenty (20) pages for Section H. Front and back side use of a single page will count as 2 pages, and use no smaller than 11 font type using Times New Roman for the full SF330, Part I. Pages in excess of the maximums list will be discarded and not used in evaluation of the selection criteria. A smaller Times New Roman font, no smaller than 9 font, is allowable only for graphics, diagrams and tables. (k) Personal visits to discuss this announcement will not be allowed. (l) Solicitation packages are not provided for A-E contracts and no additional project information will be given to firms during the announcement period. Facsimile transmissions will not be accepted.
