Contracts Point of Contacts: Primary POC: Marvin Hagan marvin.j.hagan.civ@mail.mil 407-208-3349 Secondary POC: Dunamis Triska dunamis.t.triska.civ@mail.mil 407-208-5862 *************************************************************** Request for Information (RFI) NAICS: 541512 Joint Land Component Constructive Training Capability (JLCCTC) Software Development, Pre-Planned Product Improvements (P3I), Post Deployment Software Support (PDSS), and conduct Fielding activities to over forty sites world-wide Closing Date: 30 March 2018, 1:00 p.m. EST Command: Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) INTRODUCTION: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is conducting market research to determine interested sources and technology capabilities of potential offerors for the procurement of the software development, design, integration, test, fielding, installation, management, documentation, and delivery of the Joint Land Component Constructive Training Capability (JLCCTC) for the Project Manager Integrated Training Environment (PM ITE). JLCCTC is a complex system of systems that supports Army Title X training worldwide for Army Commanders and their staffs at Mission Training Complexes (MTCs) facilities, Training and Doctrine Command (TRADOC) facilities, and other customer locations. JLCCTC trains commanders and their staff in Decisive Action to include offensive, defensive, stability, and civil support operations. INDUSTRY DAY: Attendees shall pre-register for a JLCCTC industry day, providing the company name, attendees (main Point Of Contact), organization, phone number, and email address via email to the Contracts point of contact (POC) no later than 4:00 p.m. Eastern Standard Time (EST) on 14 Mar 2018. The JLCCTC industry day is scheduled for 20 Mar 2018 from 9:00am to 12:00pm in the AFAMS Building, Bishop Conference Room located at 3051 Technology Parkway, Orlando, FL 32826. Due to limited parking in the AFAMS Building parking lot, all visitors are requested to park in large parking lot on the corner of Science Drive and Technology Parkway. When pre-registering, please indicate your firm's desire to participate in a 30-minute one-on-one session which will be scheduled on 20 Mar 2018 between 1:00pm and 5:00pm or on 21 Mar 2018 between 8:00am to 4:00pm. Your company's POC will be notified of your scheduled one-on-one discussion with members of the Government's integrated project team. The one-on-one sessions will be held in person and/or via telecon. PROGRAM DESCRIPTION: JLCCTC is a software intensive system that contributes to Army Training Mission Area by providing appropriate levels of model and simulation resolution and fidelity to support unit collective and combined arms training. JLCCTC provides a single/composable federation solution that can be configured to any combination of models and simulations, as required by training exercise intent/design (Bde through Theater level). The JLCCTC provides accurate representations of tactically and operationally relevant land warfare operations executed in a contemporary Joint operating environment/context. Viability is ensured through a Verification, Validation and Accreditation (VV&A) process. JLCCTC and associated software tools are required to compose, initialize, operate, refine, and maintain a synthetic operational environment. The support services anticipated for this effort are Information Assurance (IA)/Cyber Security conforming to the Risk Management Framework (RMF); system/software engineering development; conduct integration and testing activities; stimulate Army Mission Command (MC) devices/go to war systems; conduct PDSS and associated activities for the JLCCTC Low Overhead Tool capability (DXTRS); support Validation Events, generate/update technical documentation; conduct Fielding activities to over forty sites world-wide, and support crucial Warfighter Exercises. In addition, JLCCTC uses products from the One Semi-Automated Forces (OneSAF), and Synthetic Environment Core (SE Core) programs, and interoperates with Live, Virtual, Constructive - Integrating Architecture (LVC-IA), Combat Training Center - Instrumentation System (CTC-IS), Intelligence Electronic Warfare Tactical Proficiency Trainer (IEWTPT), and Air Force/Marine Corps/Navy/coalition simulations. Submission Details: Interested parties should submit a written description of no more than 10 pages (no more than ten 8.5 X 11 inch pages, font no smaller than 12 point) to include the following: 1. Organization Name 2. The cover sheet shall include the following company information: name, address, URL, POC name and email address, Commercial Government Entity (CAGE) code number, Data Universal Numbering System (DUNS) Number, business type and size, and a statement if your firm is or is not foreign owned, foreign controlled, or has foreign influence. 3. Capabilities and experience in providing this type of support. 4. Identify large or small business designation. How would your organization comply with the FAR 52.219-14, Limitations on Subcontracting clause, to include teaming partners (if known). 5. Identify whether your organization is interested to Prime or to Subcontract on this effort. If you are interested as a subcontractor, what specific areas of capabilities would your organization provide. 6. Capability, Maturity, Model, Integration (CMMI) level III for software development. Identify the CMMI level currently held by your organization. 7. Experience in the last ten (10) years with: Constructive Simulations, stimulation of Army Mission Command (MC) devices, Software Intensive Systems, Interoperability, Risk Management Framework, Fielding to Mission Training Complexes, and management of Complex System of Systems. Please identify name(s) of customers of systems you have developed and/or fielded. 8. Any supporting information.
