Description

This Notice of Intent is provided to advise that the Government intends to orally solicit and negotiate a Sole Source, Firm-Fixed-Price Purchase Order with only one source, Animal Resource Management (ARM), Inc. The procurement is to upgrade and add annual support for the Portland Veterinary Medical Unit s (VMU) current Animal Resource Management Core software. Period of Performance will be a base plus two-year option period to begin on 06/15/2018. This procurement will be made under the authority of Other Than Full and Open Competition as authorized by Federal Acquisition Regulation (FAR) 13.106-1(b), soliciting from a single source. Through market research it was determined that no other vendor besides ARM can satisfy this requirement. The North American Industry Classification (NAICS) code for this acquisition is 511210. ARM is considered a small business. This requirement is for: Department of Veterans Affairs Portland VA Health Care System 3710 SW US Veterans Hospital Rd Portland, OR 97239 This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the market place for future procurements. The Government will not pay for information submitted. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The justification for other than full and open competition will be posted to www.fbo.gov after the award. Written comments or questions regarding this notice must be received by the Contracting Officer by email at robert.hamilton8@va.gov no later than 1000 EST, June 08, 2018.
