- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The requisition number is 51118. The solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. (iv) The corresponding NAICS code is 325414 and the small business size standard in number of employees is 1,250. This action is deemed full and open. (v) List of contract line item number(s), items/description, and quantities - 2018-2019 Quadrivalent Influenza Virus Vaccine in Multi-Dose Vials (MDV) quantity: 7,750 vials 2018-2019 Quadrivalent Influenza Virus Vaccine in Prefilled Syringes (PFS), 10 PFS per package quantity: 500 packages (vi) Description of Requirements - Reference above (v) (vii) The ship to address will be the Department of Health and Human Services (DHHS), Supply Service Center (SSC), Building 5 Receiving Dock, Fifth and Boiler house Rd, Perry Point, MD 21902. Evaluation will be based on lowest price technically acceptable. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible Quoter whose offer conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered. (x) Quoters are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer or acknowledge its listing in the System of Award Management (SAM). (xiv) Sole Source Justification: The Department of Health and Human Services (HHS), Program Support Center, Strategic Acquisition Services, on behalf of the Office of the Inspector General (OIG) intends to negotiate and award a purchase order on a sole source basis to Cellebrite USA Inc. for the Universal Forensic Extraction Devices (UFED) Touch Ultimate upgrade and renewal. Cellebrite is the sole developer and provider of the UFED Forensic System with proprietary software in which Cellebrite is the sole owner of all data rights. The Cellebrite Logical/Physical License is needed to allow for the continuity of operations for the Forensic Computer Examiners (FCE) in the performance of OIG duties relating to forensic analysis of electronic data digital evidence as part of ongoing criminal investigations. In addition, the Digital Investigations Unit (DIU) personnel have been trained in the use and application of this forensic software tool in conducting forensic examinations that Cellebrite currently provides. There are no known authorized resellers of this product and Cellebrite is the only responsible source to provide the necessary hardware and software maintenance to support OIG's mission.
