- Sources Sought for Sustaining Engineering Support Services for the E-6B Program Solicitation Number: To be advised at time of issuance DISCLAIMER: THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS POTENTIAL SOURCES SOUGHT (PSS) OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This PSS is issued for information and planning purposes only and does not constitute a solicitation. The Government requires that only non-proprietary information be submitted in response to this Sources Sought Notice. The Government shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. Responses to the PSS will not be returned. The responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this PSS. Responders are solely responsible for all expenses associated with responding to this PSS. PURPOSE: This Sources Sought Notice is issued as a means of conducting market research to determine if other companies, besides Boeing, are capable of providing engineering support services for the E-6B Program and include access to all drawings and engineering knowledge for the entire aircraft. The proposed contract action is for engineering and logistics support services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to support the objectives by responding to this notice. All responses received by the notice response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for information and planning purposes only and does not constitute a solicitation or commitment by the Government. The Government desires a provider to enter into a partnership to include demand/planning forecasting, engineering support, and sustainment elements, including but not limited to reliability improvements, field customer service/engineering support for the E-6B Bill of Materials (BOM) of parts. The contract is anticipated to be a Requirements-type, Firm Fixed Price Contract, for a five-year period. OBJECTIVES: The overarching objective of this acquisition is to provide sustaining engineering and logistics support services for the E-6B Program, which includes engineering knowledge and capability for the entire E-6B aircraft. The contractor shall manage the work effort identified in the SOW to ensure that metrics/outcomes are met. The contractor shall identify points of contact to serve as the Government focal point on all issues related to this effort. Administration and Management Requirements: Contractor personnel working on Government installations shall comply with all applicable installation regulations where the work is being performed. The contractor shall comply with applicable Government installation safety requirements where the work is being performed. The Contractor shall develop, implement, and maintain an OPSEC program to protect controlled unclassified and classified activities, information, equipment, and material used or developed by the Contractor and any subcontractor during performance of the contract. The contractor shall conduct semiannual Program Status Reviews (PSRs) at either contractor or Government facilities, and shall provide briefing material and final minutes depicting the status of schedules, program goals, process improvement initiatives, as well as the results of actions taken to improve support provided. The contractor shall attend and participate in the annual E-6 Maintenance Advisory Group (MAG) meeting. The contractor shall provide briefings on applicable E-6 related topics. The contractor shall attend and participate in the annual 707 User's Working Group. As needed, the contractor shall provide briefings on applicable E-6 related topics. The contractor shall attend and participate when invited in the semiannual Naval Aviation Requirements Group (NARG) Meeting. The contractor shall provide briefings on applicable E-6 related topics as requested. The contractor shall travel to support the requirements. In addition to the above the contractor shall travel to support sustaining engineering functions when requested by the government. This includes but is not limited to Aircraft on Ground, Depot repair and aircraft/systems modifications requirements. Sustaining Engineering Services: The contractor shall provide the following Field Service Engineering (FSE) and Field Service Representative (FSR) services on a recurring basis. This requirement will include the ability to simultaneously support both organizational level squadrons, two organic aircraft depot lines, one aircraft modification line and the all associated supply chain management functions associated with these efforts. The contractor shall provide access to the My Boeing Fleet data system through a subscription agreement with NAVAIR, PMA 271. This access shall be provided for up to 100 personnel at PMA 271 NAS Patuxent River MD, FRCSE Jacksonville FL, FST Tinker AFB, OK ALC Tinker AFB, or any designated E-6B maintenance / modification facility. This will include access to all E-6 applicable drawings within the data system and to Boeing Specifications and Standards in accordance with the applicable E-6 program subscription agreement, access to the most current revisions of all E-6 military and E-6 applicable commercial drawings and Boeing specifications/processes, as well as access to the Boeing PART page and Spares Engineering/Provisioning. Government requires access to applicable peculiar Support /Test equipment databases, maintenance requirements and other items that affect supportability of organizational and depot efforts. Access will include sufficient data to scope materials and processes needed in order to be able to produce parts for Aircraft on Ground situations. The contractor shall establish a File Transfer Protocol (FTP) or Web Hosted site to provide engineering data to the Government that cannot be provided by Email. The FSEs shall perform the following tasks. a. Respond to verbal or written inquiries and provide technical data relating to commercial 700 series aircraft (only as they pertain to 707 and/or E-6), 707 derivative, and E 6 unique aircraft topics including: design information, flight test data, original qualification tasks, performance, reliability, survivability and vulnerability, airframe and structures, systems and subsystems, electrical/electronic systems and other areas where contractor engineering experience and/or information is required. b. Review commercial 700 series aircraft and 707 derivative aircraft technical data, including Airworthiness Directives, Service Letters, Service Bulletins, Fleet Team Digests, and Commercial Information Messages for E 6 applicability and shall provide a list of those found potentially applicable as well as those found to be not applicable to the E 6 Fleet Support Team / In Service Support (FST/ISS) Jacksonville prior to expending further effort. The package shall be submitted in accordance with CDRL A002. c. Provide 707 specific part numbers that carry E-6 affectivity / military derivative 707 historical, proprietary, initial E 6 production contract developed engineering data, on-going and subsequent modifications data. The engineering data may include engineering drawings, specifications, analysis reports, and data necessary to support configuration accounting, performance analysis, and respond to recurring tasks d. Provide any recommended Technical Manual changes to the FSR group for submission to the E-6 FST/ISS via the on-site Government representative. e. Review 707 commercial and peculiar E-6 Support Equipment technical data, including Airworthiness Directives, Service Letters, Service Bulletins, Fleet Team Digests, and Commercial Information Messages for E-6 applicability. f. When requested the FSE shall provide a list of Support Equipment found affected/applicable, as well as those found to be not applicable to the E-6 Weapon System Manager/Support Equipment Program Officer (WSM/SEPO) at the In Service Support Integrated Product Team (ISS IPT), Jacksonville prior to expending further effort. g. Respond to written inquiries on Request for Quote that are greater than 90 days awaiting response. h. Provide "rights guard" data access as requested. i. Provide access to digitized data that has been generated by the contractor for the purpose of parts manufacture for E-6B aircraft to Government. The contractor shall provide technical support services at Tinker AFB as detailed below to assist in the identification and resolution of organizational maintenance, depot maintenance and Airborne network system problems. The E-6 FSR shall have at least five (5) years direct experience operating and / or performing maintenance on E-6 systems or commercial 707. Knowledge and skills required: a. Ability to communicate concisely and accurately in technical matters. b. Extensive knowledge of large, complex DoD aviation maintenance programs and their overall support requirements. c. Extensive knowledge of DoD security, safety, and Quality Assurance (QA) requirements The contractor FSR(s) shall perform the following tasks: a. Conduct informal classroom and On-The-Job-Training (OJT) in the operation, installation, removal and system troubleshooting to organizational level maintenance personnel and flight crews. FSRs will not provide formal classroom training. b. Conduct informal (flight line, hangar, and work center), OJT/over-the-shoulder training to Navy personnel. Training covers application and interpretation of existing Government and commercial technical manuals. c. Recommend changes/improvements to the E-6 Electronic Technical Manuals concerning maintenance procedures, detailed part configurations and provide comment on safety of flight issues and recommend changes, etc. to the E-6 FST/ISS and NATOPS Model Manager through the on-site Government representative. d.Assist in Engineering Investigations (EIs), development of Quality Deficiency Reports (QDRs), inspections, and informal technical investigations as requested by the Technical Point of Contact (TPOC), Contracting Officer's Representative (COR) or Procurement Contracting Officer (PCO). e. Assist in the development of annual briefing detailing specific maintenance related issues to include approved / suggested solutions. f. Review applicable manuals and recommend changes to eliminate deficiencies in existing maintenance, operational or safety procedures. g. Assist in the development and / or adjustments to Depot level maintenance task. h. Provide assistance to Navy during Physical Configuration Audits and other configuration investigations. i. Provide assistance to E-6 Contractor Logistics Support (CLS) provider to resolve problems and/or answer questions concerning material support of operational and depot level maintenance activities as well as modification activities. Tasking shall include providing assistance concerning part substitutions, and inspection of parts/systems prior to installation. j. Coordinate with other E-6 FSRs to resolve issues and/or answer questions concerning support of operational and depot level maintenance activities. Assistance shall include working to resolve interface issues between equipment/systems and other E-6 systems. k. Provide onsite support to the Governments Depot Source of Repair (DSOR) engineering, logistics and technical support concurrent with E-6B inductions into the Depot cycle(s). This will also include support to modification efforts. l. 707 commercial E-6 Peculiar Support Equipment. Review 707 commercial and peculiar E-6 Support Equipment technical data, including Airworthiness Directives, Service Letters, Service Bulletins, Fleet Team Digests, and Commercial Information Messages for E-6 applicability. When requested FSR shall provide a list of Support Equipment found affected/applicable, as well as those found to be not applicable to the E-6 Weapon System Manager/Support Equipment Program Officer (WSM/SEPO) at the In Service Support Integrated Product Team (ISS IPT), Jacksonville prior to expending further effort When requested by the Government the contractor shall perform engineering and logistical services that are deemed to be required by the government as a result of new or emergent situations that cause delays in the completion of maintenance events or present indications of failure modes that are not understood or situations that may change predicted reliability and maintainability of the aircraft. The contractor shall provide Boeing engineering and logistical resources (not to interfere with level of effort actions) to conduct the above and provide results to government engineers and logisticians as needed. Tasks may include, but are not limited to: - Provide detailed analysis of Depot parts usage and generate forecast for potential future required Depot parts based on analysis of gathered data. - Determine possible resources for the expedited procurement of Boeing parts that contribute to Aircraft on Ground (AOG) conditions. - Assist Government engineering with obtaining drawings, parts lists and Boeing specifications. -When requested provide analysis/studies to aid in the overall sustainment of the E-6B. Logistics Management/Liaison Duties: a. Coordinate/monitor engineering resources as they respond to FSR inquiries. b. Interface with appropriate Navy and CLS contractor personnel concerning organizational and depot level maintenance issues or policies affecting the E-6B program. Provided updated EDD and RFQ information bi-weekly. c. Participate in and support E-6B FST/ISS logistics efforts. d. Assist in the development of briefs by fleet units that identify problem areas and recommend viable solutions. e. Provide support to DMSMS and Critical Safety Item (CSI) initiatives. f. Provide onsite supply integration support by accessing Boeing supply chains and technical centers (C-13, Emergent Build Center etc...) to aid in supporting the CLS provider, Fleet and Depot activities. (Tinker "O" level, OC-ALC Depot lines, government designated Modification/Maintenance Lines and E-6 CLS provider.) Inquiries include those items needed by the government to make logistical and engineering decisions, this could include drawings, schematics, data, loads analysis and also includes requests for parts availability, quotes, and estimated delivery/production times for applicable parts and aircraft repair jigs, tools or test equipment. g. Provide onsite assistance in analyzing, locating and supporting 707 commercial E-6 Peculiar Support Equipment. Provide recommended repair facilities, parts source and other logistical/engineering assistance. The contractor shall participate in a DMSMS management program that includes an on-going review and identification of potential and actual systemic issues including, but not limited to, a reduction in component manufacturing and obsolescence. A complete obsolescence review will include: assemblies, sub-assemblies, piece parts, and materials for aircraft and support equipment. DMSMS review includes, but is not limited to a reduction in component manufacturing/repair or obsolescence. Their transition and implementation actions and timeframes to successfully execute the anticipated requirements of this acquisition. e.
