Description
Justification for other than full and open competition NOTICE OF INTENT TO ISSUE A CONTRACT. The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to La Isla Foundation (LIF), P.O. Box 816, Ada, MI, 49301 to obtain local logistical support for sample collection to conduct field research among sugarcane cutters in Nicaragua. La Isla Foundation is currently coordinating the Adelante Initiative, has worked extensively with the sugarcane mill that will be in the NIOSH study, and has first-hand knowledge and experience with the sugarcane workers that will participate in the NIOSH study. La Isla currently has in place for the Adelante Initiative the logistical support needed for the NIOSH study. Since La Isla is already providing support for the initiative and the NIOSH study will overlap with the initiative, it would be very difficult for another vendor to coordinate the logistics and to start-up without delay. There are no other vendors that can provide the required logistics and that also have a relationship with the sugarcane mill, sugarcane workers and the Adelante Initiative coordinators like the La Isla Foundation. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) and 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals/responses received from the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any proposal/response should be emailed to Dwight Favors, Contract Specialist at dyf3@cdc.gov by June 15, 2018. If no affirmative responses are received on or before the date stated, in accordance with FAR 6.302-1(a)(2), negotiations will be conducted with the La Isla Foundation (LIF), P.O. Box 816, Ada, MI, 49301, as the only source and a contract will be issued without any additional notices being posted.
