Description

SOLICITATION NO. 36C24218Q0562   Purpose: The purpose of this synopsis is to provide a notice to the public of information applicable to the Water Sampling and Testing for Legionella for Veterans Administration, Northport VA Medical Center (VAMC). Authority: Network Contracting Office 2 (NCO 2) is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: The Northport VA Medical Center has a need for collecting and analyzing water samples for legionella analysis in accordance with VHA Directive 1061. The number and type of samples to be collected and analyzed is specified below: SAMPLING SCHEDULE Type of Sampling Frequency Number of Samples (per quarter) Northport Campus: routine testing (legionella culture)* per CDC protocols Quarterly 240 (240 samples per quarter x 4 quarters = 960 total samples) Non-routine testing (legionella culture)* per CDC protocols (in accordance with CDC document entitled CDC Sampling Procedure and Potential Sampling Sites ) As Specified by COR As needed. These tests are unknown in quantity needed since they are follow-up testing in the event that the routine testing comes back positive; howevXer, the estimated amount is 5 sampling trips per year. Non-routine testing (legionella pneumophila serotyping or non-pneumophilia legionella identification)** per CDC protocols As Specified by COR As needed. These tests are unknown in quantity needed since they are follow-up testing in the event that the routine testing comes back positive; however, the estimated amount is 5 sampling trips per year. * Quantify l. pneumophila and identify the presence or absence of other legionella species. ** Quantify l. pneumophilia isolates (serogroups 1 through 14) using serological testing and/or identify species of non-pneumophilia legionella. e.g. 1. Anisa, 1. Bozemanii, l. dumoffi, 1. Gormanii, 1. Jordanis, 1. Longbeachae, l. micdadei, etc. For the purposes of quotation, vendor shall include an additional five (5) sampling trips per year to collect non-routine samples. NOTE: Non-routine samples must be collected within 72 hours following receipt of notice by the COR. Routine samples shall be collected quarterly in accordance with an agreed upon schedule. Place of Performance: Department of Veterans Affairs Northport VA Medical Center 79 Middleville Road Northport, NY 11768 Procurement Type: This will be a competitive acquisition set-aside for service disable veterans owned small business (SDVOSB) participation, competed in GSA eBuy. Contract Type: Firm Fixed-Price Period of Performance:  This acquisition contains a base year with 4 one-year option periods for a total contract period of performance of 5 years. Government-Furnished Property/Equipment: None noted at this time. Release Date of the Solicitation: It is anticipated that Solicitation No. 36C24218Q0562 will be released in June 2018.
