- The John A. Volpe National Transportation Systems Center (Volpe Center) is assisting the Bureau of Transportation Statistics (BTS), to procure services from a subject matter expert with expertise in global/domestic port performance trends, commodity/tonnage flow port data available from government sources and the requirements of FAST Act Section 6018. Under Section 6018 of the Fixing America's Surface Transportation (FAST) Act, it is required that the Director of the Bureau of Transportation Statistics (BTS) to set up a Port Performance Freight Statistics Program (PPFSP). As part of this PPFSP, the BTS Director is required to submit an Annual Report to Congress that includes nationally consistent performance measures on capacity and throughput at the top 25 ports by Twenty Foot Equivalent Unit (TEU), tonnage, and dry bulk. The Volpe Center will assist BTS with the support of a nationally recognized subject matter expert in topics related to PPFSP analyses. The Government intends to award a firm fixed price purchase order on a sole source basis under FAR Subpart 13.106-1(b) to Hackett Associates. The NAICS Code is 541690; the Small Business size standard is $15M. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the specific required services mentioned above. Written capability statements must be submitted within ten (10) calendar days from the date of publication of this synopsis. Responses received after ten (10) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
