- This is an addendum to the Sources Sought Notice issued on 05/31/2018. Consolidated Facilities Management(CFM) contract for the Harold Washington Social Security Center (HWSSC) building in Chicago. The services include Operations, Maintenance, Custodial, and Security services. Base Period plus four Option Years. The Social Security Administration (SSA) is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, 8(a) qualified small businesses, small disadvantaged businesses, women-owned small businesses, veteran owned small businesses, service disabled veteran-owned small businesses, and Historically Underutilized Business (HUB) Zone small businesses capable of providing the requirement below. This market survey/sources sought announcement is not a request for proposals, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement. The information from this market research is only for planning purposes, and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this synopsis, and will not pay any costs incurred in the preparation of information for responding to this market survey or the Government ™s use of the information. Proprietary information must be clearly identified as proprietary information. SSA has a requirement for a Combined Facilities Management (CFM) Performance Contract. The requirement is to provide Project Management for the Operation, Maintenance, Physical and Electronic Security, and Building Stewardship of a Federal Office Building in the Central Business District (Downtown) Chicago, Illinois. The North American Industry Classification System (NAICS) code is 561210 with a size standard $32.5 million. The Harold Washington Social Security Center (HWSSC) site is located on a 3-acre site, an entire city block bound by Jefferson Street on the east, Madison Street on the south, Washington Street on the North, and Des Plaines Street on the West. The HWSSC structure is approximately 751,000 gross square feet over ten floors above grade and one floor below grade. The structure has four roof penthouses, 2 are for housing the elevator systems and two are mechanical. Levels 3-10 (59,000 sq. ft.) are General Office Space. Level 2 with mezzanine (59,000 sq. ft.) is mechanical space. Level 1 (Lobby) is approximately 50,000 sq. ft. The lower level (55,000 sq. ft.) is multipurpose space. Overall, approximately 532,000 sq. ft. is classified as rentable/occupied space. The CFM Contractor is responsible for the Project Management of the Operation, Maintenance, Physical and Electronic Security, and Building Stewardship of these identified spaces listed above. Maintenance requirements also include maintenance of 4 Direct Digital Control (DDC) networks, Fire Signaling “ Security “ Building Control (BCS) “ Elevator operations Interested small businesses with the capability of providing the requirement, per applicable subcontracting rule limitations (e.g., those in FAR 52.219-3 and 52.219-14), shall submit capability statements that demonstrate their expertise in the above-described areas in sufficient detail, including any other specific and relevant information, so the Government can determine the firm ™s experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government ™s review of the industry ™s ability to perform or provide these requirements. In addition to capability statements, small businesses must include this information in their responses: (1) organization name, address, email address, website address, and telephone number; (2) size and type of ownership and socioeconomic designation for the organization [i.e. small business, small disadvantaged business, 8(a), etc.]; and 3) information demonstrating experience that is comparable in size, scope, and complexity to our requirements.
