- Capability Requirements REQUEST FOR INFORMATION (RFI) ONLY: This request for information is for planning purposes only (market research), and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items identified in this RFI. This notice is not to be construed as an acquisition Request for Proposal (RFP), nor is any commitment on the part of the Government to award a contract implied, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not considered as a proposal. The Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) is conducting market research for the purpose of identifying possible sources and the availability of a Commercial- Off- the Shelf Centralized enterprise solution for (IT) Audit/Event Log Analysis, Reporting and Management. In compliance with DHS 4300A, A-123 IT System CEM, and NIST 800-53, FLETC is seeking a solution that produces security and IT health and performance audit logging at the system component level including the operating system, database, application, and interface. The solution must have the capability to also collect audit logs in a security information and event management (SIEM) repository that supports event reconstruction; promotes individual accountability; provides intrusion detection and affords problem analysis. In addition, the solution must be able to produce reports to support our Information System Security Officers (ISSO) reviews, System Administrative reviews, or Management oversight of each system through audit reports that include the identities of users/devices accessing the system; access time/date and logoff; activities impacting information security safeguards; security relevant processing actions; and activities using an administrators' identity. The purpose of this notice is to identify potential contractors who have the skills, experience, and knowledge to successfully provide a solution. Please see the attached list of requirements and annotate the vendor's capabilities accordingly. In addition, submit sample reports that will address these requirements. The FLETC requests the following information from potential sources; please include the reference: LGLYFY18-RFI:Audit Logging Solution  Company name, Duns number, street address and point of contact with phone number and email address.  Provide a brief capability statement (not to exceed 5 pages excluding the brochures, pamphlets, catalogs, and website information based on the requirements stated in the attached document.  What is your socioeconomic status?  Do you currently have contracts with any other government agency to include federal, state and local for this type of solution? If so, please provide the Agency name and POC contact information if possible.  Do you have a current GSA contract for this type of project? If so, please provide the GSA schedule number and FSC codes.  Please provide commercially available price lists for this solution and your capabilities.  When submitting a capability statement based on the requirements described in the attached requirements list, please confirm that the recommended solution is fully operational and can be demonstrated at FLETC. A demo presentation of the solution can be scheduled; upon approval you will be provided a vendor demonstration agreement between FLETC and your company that will need to be signed by an authorized person in your organization. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified in the future. No reimbursement will be made for any costs associated with providing information in response to this announcement. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation. All information should be directed to: Mr. Roger C.
