- Appendix A - Sources Sought Notice Description Attachment 0002 - NDA Attachment 0001 - BICU Components Second Generation Forward Looking Infrared (2GF) Biocular Image Control Unit (BICU), 2GF BICU Components, Repairs, and Engineering Services DESCRIPTION: The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division is conducting market research on behalf of the US Army's Office of the Product Manager, Ground Sensors (PM GS), in accordance with Federal Acquisition Regulation (FAR) Part 10. The Government intends to award a five (5) year Firm Fixed Price (FFP) Independent Delivery / Independent Quantity (ID/IQ) contract with a two (2) year option in the near future for the sustainment of Second Generation Forward Looking Infrared (2GF) Biocular Image Control Units (BICU), 2GF BICU components, and engineering services. Hardware Description: The 2GF BICU is the display used with the 2GF Thermal Receiver Unit (TRU), which is integrated into the Gunner's Primary Sight (GPS) on the Abrams M1A1 and M1A2 Tank. The 2GF BICU displays day and night imagery received from the 2GF TRU. The 2GF BICU consists of two display systems, each system uses a ruggedized cathode ray tube (CRT) assembly. One display system uses the biocular lens for viewing the CRT image. The other display system uses the CRT image that is optically coupled through a collimating lens. Both displays systems are integrated into a single unit called the BICU. Note: This system is an analogue system designed for the 2GF components. No funds or requirements have been allocated for either a technology refresh or digital version of this product. This requirement is for sustainment and continued fielding of the existing analogue capability. The purpose of this Market Research is to identify potential sources that have the skills, experience, knowledge, and capability to: 1. Manufacture and deliver 2GF BICUs and 2GF BICU components. These items will be used to sustain the current Abrams tank requirements of 2GF BICUs. The contract is planned to be an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for a period of five to seven years. The following 2GF BICU estimated quantities are for planning purposes only. They are currently not budgeted for and are likely to change. The quantities include both U.S. Army and Foreign Military Sales (FMS) estimated quantities. Year 1 - 24/mo Year 2 - 35/mo Year 3 - 35/mo Year 4 - 30/mo Year 5 - 22/mo Option Y1 - 10/mo Option Y2 - 10/ mo SEE ATTACHMENTS 001 FOR A COMPLETE PARTS LIST 2. Repair/refurbish existing 2GF BICUs and 2GF BICU components as listed in Attachment 0001 with backwards compatible components. 3. Provide Technical Services associated with the 2GF BICU and 2GF BICU components. The technical services include: a. qualification testing, conformance inspection, obsolescence mitigation, and software maintenance. Sources responding to this Sources Sought are requested to provide answers to the following questions with as detailed information as possible: 1. Provide your companies qualifications in Display and Control Interface Technology for this effort or like efforts. 3. Has your Company performed this type of effort or similar type effort (to include size and complexity) in the past, if so provide Contract Number, POC, e-mail address, phone number, and a brief description and your direct support of the effort (provide up to 5 contracts). 4. If your company is a large business please explain how you will utilize small businesses in meeting these requirements. Please include a realistic goal for work as derived from this RFI and indicate whether having socio-economic subcategory goals e.g. SDB, WOSB, EDWOSB, VOSB, SDVOSB, HUBZone, etc. is feasible. If so, include those goals. 5. Does your company possess the technical data and capability to manufacture the BICU and/or its components? If so please describe. If you do not presently manufacture the 2GF BICU, components or like system, how long would it take to develop, test, qualify, manufacture, and deliver a 2GF BICU replacement system or system components with backwards compatibility? 6. What information would you need to develop and manufacture spares with backwards compatibility to the existing BICU? Please provide a rough estimate of a timeline and cost for developing these items. 7. If your company cannot provide the complete list of requirements listed in Sections 1 through 3 above please list which requirements your company can/cannot provide? 8. Does your company have experience as a prime contractor administering contracts? If you answered yes, please provide as much of the following information as possible: Contract number(s), Dollar value, and similarity of scope and effort (provide up to 5 contracts). 9. Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy these requirements. Offerors are encouraged to identify teams, indicating each team member's size based upon the NAICS code of the work that the team member may be doing. 10. What are the core competencies of your employees that would support these requirements? Also, provide the total number of individuals currently employed by your company that are capable of supporting the requirements. 11. Please provide your current facility size and include storage capability? Additionally, provide your current maximum production capability and how many 2GF BICUs you can store at any given time. 12. If you do not currently have a 2GF BICU production line what quantities are required to establish and maintain a production capability? Additionally, what minimum quantities per year are required to maintain a production line? 13. Are your current engineering and manufacturing facilities located in the United States? If the answer is NO, where are they located (country)? Additionally, please address where the 2GF BICU engineering support and 2GF BICU production line would be established. 14. If your company is foreign (outside the U.S.) what kind of security measures do you have in place to support the US Army? 15. Describe how you will either produce or subcontract for each 2GF BICU component or 2GF BICU assembly. Is your company planning on business arrangements with other companies, please list the process used in selecting the members? Please identify sources of supply for any components or assemblies for which you intend to subcontract production. Using the components listed in the attached Parts List at Attachment 001 complete the following Make/Buy Table and submit with your response.
