- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of a REQUEST FOR PROPOSALS Solicitation package for its project involving the Supply and Install of a Pulse Generating System at the Permanent Barrier I Aquatic Nuisance Species Dispersal Barriers facility in Romeoville, Illinois located on the Chicago Sanitary Shipping Canal. PROJECT INFORMATION: The winning contractor will be required to supply and install a pulse generating system ("PGS"), a PGS Control System, a Power Monitoring System and a PGS Cooling System as part of an integrated system at the Permanent Barrier I Aquatic Nuisance Species Dispersal Barriers that when turned over to the government will be a complete and fully functional working system in compliance with the requirements itemized in the Performance Work Statement and resulting contract. METHOD OF COMPETITION: Competition for this acquisition is FULL AND OPEN, UNRESTRICTED TO BUSINESS SIZE. The North American Industry System Classification Code is 334419 with a small business size standard in EMPLOYESS OF 750. CONTRACTING OFFICE: USACE Chicago District, 231 SOUTH LaSALLE STREET, SUITE 1500, Chicago, IL 60604 SOLICITATION TYPE: The Solicitation package (REQUEST FOR PROPOSALS - "RFP") will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Once the package is released into advertisement at this website ("Federal Business Opportunities"), interested offerors may download the full package, includes: specification and drawings files. The Solicitation package is planned for advertisement on or about June 20, 2018, with proposal packages due on or about July 25, 2018. ADDITIONAL INFORMATION: IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE RFP DOCUMENT, THE DATES IN THE RFP DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE RFP ISSUANCE DATE AND THE DUE DATE FOR PROPOSAL PACKAGES. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Award Management (SAM); Contractors can access the SAM database & register for free at http://www.sam.gov.
