Solicitation Attachment - Drawings Solicitation Attachment - Specification Volume 2 Solicitation Attachment 1 - Specification Volume 1 Solicitation Attachment - Specification Volume 2 Solicitation Attachment - Specification Volume 1 SF 1442 - Solicitation Arlington National Cemetery Administration Building Renovation Located on Arlington National Cemetery in Arlington, VA Construction estimate $5-$8 M Contract Type: Firm-Fixed Price Best Value Trade Off is the anticipated acquisition approach Competition will be restricted to Small Business Set-aside This is a solicitation notice. The Administration Building is considered the "heart and brains" of the Arlington National Cemetery because the staff who plan, coordinate, and participate in the funeral services work in this building and most of the mourners coming to funerals gather in this building. The Administration Building was designed by the Mills-Petticord Partnership, and completed in 1976. It is approximately 10,455 square feet/floor, two stories and the roof is approximately 11,236sf. The U.S. Army Corps of Engineers, Norfolk District, has a requirement to update, repair, and refurbish the Administration Building to accommodate staff and funeral attendees needs in a code compliant building: some of the spaces will be reconfigured to accommodate current needs, asbestos abatement is needed, some spaces will be updated and code compliance of some elements is needed. Most of the work will be on the interior. Some work is needed on the exterior cladding, roof, and exterior steps. Currently, the building has no fire protection elements; this deficiency will be corrected. The Administration Building is an International Style building that contributes to ANC's National Register Historic District. The salient characteristics such as the natural wood finish trim work, use of book matched paneling, and use of natural light, will be preserved while the building is updated. A report concerning the architectural character identifying the visual aspects of the building has been done and should be used as a reference during this project. A technical assessment of the building was also done in 2015-16 and will be used as a reference for this project. The Administration Building is critical to the interment process at the cemetery. Many funeral participants meet in one of the three family rooms or the lobby. However, after 40 years of use, the building does have some areas that need to be repaired and updated so that the building can fully serve the users. Repairs to the building envelop will increase energy efficiency, stop some minor leaks, and prolong the life of the building. While the building appears to be accessible to people with special needs, many of its features do not comply with current regulations for accommodation. Updating some features will help visitors and staff with special needs. Many of the finishes and the lighting are original to the building and need to be replaced, cleaned, or updated for better energy efficiency, a more appropriate appearance or function, and to keep the building in good repair. Asbestos containing ceiling have interfered with updating the HVAC system. To address the existing thermal comfort issues, sound transmission issues, many of the asbestos containing ceilings will need to be removed and replaced. During the renovation of the building, the functions and staff that normally reside in this building will be housed in a number of temporary buildings adjacent to this site. Deliberate, prompt progress on this project is needed to minimize inconvenience to the staff and mourners. The Government intends to award a construction contract to the responsible offeror whose proposal conforms to the solicitation, is determined fair and reasonable, and offers the best overall value to the Government as determined through a best value trade off process in accordance with FAR Part 15 procedures, "Contracting by Negotiation". A) Project Approach: The Government intends to evaluate the offeror's understanding of on construction, management, and risk management. Some elements include but not limited to quality, schedule/timeliness of performance, customer satisfaction, management/personnel/labor, cost/financial management, and safety/security. B) Specialized Experience: The Government intends to evaluate three (3) example projects of the offeror as a prime contractor that best demonstrate experience that is "similar in type/scope" and "similar in complexity" on recent and relevant projects, C) Past Performance: The Government intends to evaluate each Offeror's past performance for the three (3) most recent projects submitted under specialized experience. D) Cost/Price: Supplemental Price Breakdown. The Government requests a price breakdown as backup to the pricing provided in the CLIN Schedule.
