Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. A multiple-Function Facilities maintenance contract for various services is anticipated for the Naval Facilities Engineering Command, Far East, Atsugi, Japan. The North American Industry Classification System (NAICS) code for this procurement is 562910. The anticipated requirement is Maintenance and Inspection of HVAC Systems, Hangars, Aboveground Storage Tanks and Underground Storage Tanks . The work shall be performed at various locations and could vary from location to location. The following is an example of the discerption of work at U.S. Naval Air Facility, Atsugi, Japan. -Maintenance and Operation on HVAC Systems, including but not limited to; absorption chiller (chilled/hot water generator), air-cooled water chilling unit, water-cooled water chilling unit, fan coil units, associated pumps, cooling tower, and cooling towers biocidal treatment device (for legionella). -Maintenance, Inspection and Repair Services for Hangars Maintenance on Hangars, including but not limited to; automatic hangar doors, compressed air system (for breathing air, for spray painting), paint spray booth system (including outside air unit which air volume exceeds 100, 000 cubic meter/hour), and air intake door. -Inspection, Testing and Certification for Aboveground Storage Tank (AST) and Underground Storage Tank (UST) The proposed period of performance is anticipated to be a twelve-month base period with four (4) follow-on option-year periods. The magnitude of performance is in U.S. Naval Air Facility, Atsugi, Japan. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool used to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. It is requested that interested Contractors submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 11-point font minimum) demonstrating the ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar scope and complexity within the last five years. (2) Company Profile to include number of employees, office locations(s), DUNS number, and CAGE Code. RESPONSES ARE DUE ON FRIDAY, 29 June 2018, by 14:00 AM, JST. LATE RESPONSES WILL NOT BE ACCEPTED. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed the life of the contract in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. JOINT VENTURE OFFERORS: The joint venture Offeror shall complete all the required registrations for the joint venture and submit the Joint Venture Agreement. Joint venture (JV) shall use the same name and address in the required registrations and all the proposal documents. Each individual JV member shall be the local firm which is resident and licensed to conduct business in Japan.
