Description

The National Cemetery Administration is soliciting offers under solicitation number 36C786-18-R-0420 This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238110, Poured Concrete Foundation and Structures Contractors, Business Size Standard is $15.0 million. Project Description: The Contractor shall furnish all labor, materials, equipment and supplies necessary to perform the work to install ±900 lin ft of one (1) 4 diameter Schedule 40 conduit to the Administration Building and one (1) 2 PVC Schedule 40 conduit from the Admin to Existing Pull box on Cabrillo Drive for telecommunications. On the East side of Cabrillo Dr. adjacent to the (e) Maintenance Building, remove utility pole and extend conduit to New Junction box. Install new rigid galvanized steel conduit from new junction box to 12 x 12 junction box on side of (e) Maintenance building. Transition with rigid galvanized steel conduit. The work will be performed at Fort Rosecrans National Cemetery, Cabrillo Drive, San Diego, CA. 92106 There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted. Contract period of performance will consist of Ninety (90) calendar days, after issuance of Official Notice to Proceed (NTP). The construction magnitude for this requirement is between $25,000 and $100,000. Note: Performance and Payment Bonds will be required upon submission of proposal. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Technical Approach to Complete Statement of Work & Qualifications; (2) Past Performance; and (3) Price. Electronic solicitations will be available for download from http://www.fbo.gov on or about June 6, 2018. No paper copies will be issued. Offerors are responsible for obtaining all amendments or additional information at http://www.fbo.gov. Proposals are due at 1:00 P.M. EDT on June 14, 2018. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
