Page 4 of 4 The Department of Veterans Affairs, NCO 9 Network Contracting Office is conducting market research through this Sources Sought notice to seek Service Disabled Veteran Owned Small Business concern (SDVOSB) or Veteran Owned Small Business concern (VOSB) businesses that can replace a dry sprinkler riser valve at the Mountain Home VA Medical Center. The North American Industry Classification System (NAICS) Code contemplated for this acquisition is 541350, Building Inspection Services. STATEMENT OF WORK The project will provide all installation services and materials necessary to remove the old fire sprinkler riser located in building 36 and install a new fire sprinkler dry riser valve. The contractor is responsible for testing and verifying the operation of the new sprinkler system components. All work and installation services shall be done in accordance with NFPA 13, 25 and 72 standards. JUSTIFICATION: Building 36 fire sprinkler system failed to operate during the scheduled testing and inspections. The dry sprinkler valve is damaged and will not stay in the closed position preventing water from filling the sprinkler pipe. The low air and high pressure switches do not operate and they will not send an alarm signal to the fire alarm system if the sprinkler system is activated and flowing water. SCOPE OF WORK: Contractor shall furnish all labor and materials to replace one existing 4 dry pipe sprinkler valve located in the basement of building 36. Contractor shall install a low air switch and a high air pressure switch to the new valve being installed. Contractor shall terminate the fire alarm monitoring wires to the high and low air switches, and shall not be responsible for programming the fire alarm control panel. FLSA shall calibrate the low and high air switches to meet the requirements of NFPA 13. Conduit, sprinkler pipe, and any materials required to perform this job shall be provided by Contractor. This contract pricing is for parts, materials, and labor to replace this valve. A certificate of completion shall be provided to the COR after the job is complete. SCOPE OF WORK SUPPORTING INFORMATION: Place of Performance James H. Quillen VA Medical Center, Mountain Home, TN Special Considerations Contractor must adhere to all OSHA and VA Medical Center construction safety policies and standards. Contractor s employees must view a short infection control video. Contractor s employees must sign in and out using a daily log provided by the VA. The log is located in Building 37. Contractor shall ensure that all firewall and smoke partition breaches, penetrations and intrusions are properly sealed to meet NFPA 99 codes and standards. Contractor Furnished Materials All labor, materials and tools to complete the work will be supplied by the Contractor unless specifically noted elsewhere in this document. All equipment, material, and articles incorporated into the work covered by this contract shall be new and less than one year old. Approval for use by all concerned VA parties is required prior to any purchase, refurbishing, and/or installation of all contractor supplied materials and/or equipment. Government Furnished Materials and Services: None except for available drawings and consultation of possible location of existing utilities. Qualifications of Key Personnel Construction contractor supervisors will have a 30 hour OSHA training certificate. All other personnel will have 10 hour OSHA training certificate. Security Requirements Contractor shall identify which employees will be working under the awarded contract. Contractor personnel shall include employees, sub-contractors, subcontractor employees, suppliers and delivery personnel entering the Medical Center. This does not apply to suppliers and delivery personnel making deliveries to the VA warehouse dock only. Those employees shall bring two (2) form of ID (driver s license, passport, birth certificate, and social security card check with COR for other acceptable form of ID if needed) with at least one being a photo ID to obtain a VA Contractor identification badge that shall be worn above the belt at all times while on Medical Center property. Note that the Contractor should schedule this at least two (2) weeks prior to starting work as there is often a delay in issuing the VA ID badges. Otherwise the Contractor shall check with the COR for the possibility of receiving temporary badges in the interim. Contractor's employees shall return all I.D. badges to designated personnel at time designated in the task order. The Contracting Officer's Representative (COR) is responsible for the inspection of the work. The Contracting Officer's Representative will be identified by name, telephone number and location. Inspections made by the COR are for the sole benefit of the Government and do not relieve the Contractor of any quality control responsibilities. Smoking Policy. The Contractor shall not allow smoking in or on any building. Following general guidelines, the Contractor shall ensure employees smoke only in designated outdoor areas, 50 feet away from buildings. Parking/Traffic Regulations. Parking Permit Request form must be completed if required. The Contractor shall not park on grassy areas unless approved by the COR and the Contractor agrees to restore areas back to VA standards. Drivers should be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be observed by operators at all times. Seat belt use is mandatory on the VA grounds. WORK REQUIREMENTS: All work is subject to inspection by VA COR and work not meeting reasonable quality and craftsmanship shall be performed again at the contractor s expense. All work to be completed in a craftsmanship and safe manner. All work will comply with all relevant VA construction and installation guidelines and specifications including the TIL and CEOSH (Center for Engineering & Occupational Safety). All Mountain Home VA safety regulations and General Specifications (#01011) must be observed at all times while working on this site. All defined rules and procedures, within accepted guidelines, to protect the safety of the Contractor s workers, the Veterans, VA employees, and the general public will be followed to the fullest extent. The above requirements are the minimum as others may be defined by additional Federal, State, or Local government entities as well as codes, specifications, and practices defined by the specific trade, job function, or industry. CONSTRUCTION WASTE MANAGEMENT AS OF 6 MARCH 2014: PURPOSE: This section specifies the requirements for the management of non-hazardous building construction and demolition waste. Hazardous wastes shall be separated, stored, and disposed of according to local, state, federal regulations. DESCRIPTION: Waste disposal in landfills shall be minimized to the greatest extent possible. Of the inevitable waste that is generated, as much of the waste material as economically feasible shall be salvaged, recycled or reused. Any revenues or savings obtained from salvage or recycling shall accrue to the contractor. Construction or demolition materials with no practical reuse or that cannot be salvaged or recycled shall be disposed of at a landfill or incinerator. Construction /Demolition waste includes products of the following: Excess or unusable construction/demolition materials. Packaging used for construction products. Poor planning and/or layout. Construction error. Over ordering. Weather damage. Contamination. Mishandling. Breakage. RESPONSIBIILITY: Contractor shall provide all demolition, removal and legal disposal of materials. Contractor shall provide all necessary containers, bins and storage areas to facilitate effective waste management. Contractor shall use all reasonable means to divert construction and demolition waste from landfills and incinerators, and facilitate their salvage and recycle not limited to the following: Waste Management Plan development and implementation. Techniques to minimize waste generation. Sorting and separating of waste materials. Salvage of existing materials and items for reuse or resale. Recycling of materials that cannot be reused or sold. Contractor shall practice efficient waste management when sizing, cutting and installing building products. Processes shall be employed to reuse and recycle new materials to a minimum of 50 percent.
