- REQUEST FOR INFORMATION MARITIME PATROL AIRCRAFT, P-3 AIRBORNE EARLY WARNING RADAR THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). This RFI does not commit the Government to contract for any supply or service. CBP is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. If a solicitation is released, it will be via the Federal Business Opportunities (http://www.fedbizopps.gov). It is the responsibility of the potential offerors to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO), is conducting market research to gain industry feedback, interest, capabilities, and relevant experience in Airborne Early Warning (AEW) RADAR for the P-3 aircraft. The results of this RFI will assist the Government in the future planning for a replacement AEW RADAR. CBP has been successful in operating the AEW aircraft supporting the combined efforts against terrorism, human smuggling, drug smuggling and transport of counterfeit or unsafe goods. The AEW platform also provides additional capabilities for the Federal Emergency Management Agency (FEMA), the Department of Energy (DOE) and other national priority special events. The AEW radar is a sensor on the P-3 AEW aircraft and provides 360 degree extended range detection of suspect aircraft and surface vessels. The P-3 AEW radar must have the ability to continuously and simultaneously track radar contacts over mountains and densely populated urban areas. During air surveillance missions, the P-3 employs radar to detect suspect aircraft and vector friendly assets into a position to ID the track and/or to trail the track until landing. This radar will also provide separation between chase aircraft, and provide airspace management over a disaster area (natural or man-made) during recovery operations. During maritime missions, the P-3 AEW radar is used to track small radar cross section surface vessels in varying sea states. The AEW radar information is used to vector friendly surface and air assets to intercept and ID the suspect surface contact. The standard operating altitudes are 20-25K feet for air search and 7.5-15k feet for surface search. REQUESTED INFORMATION •· The responses shall address the company's experience with airborne early warning RADAR Systems to include design, production, maintenance and logistical support. •· The responses shall address the entire AEW system including subsystems. The responses shall address how the proposed RADAR system would meet or exceed the parameters set forth below: The AEW Radar shall be capable of: •· Tracking over 2,000 targets simultaneously. •· Automatic and operator adjustments for natural and synthetic interference to include countermeasures equally effective over land, sea and in the littoral zone. •· At least an 80% probability of detection and tracking a small air target (one square meter or less) at ranges greater than 180 nautical miles (NM) and large air target (greater than one square meter) at ranges of up to 300 NM at P-3 operating altitudes. •· Tracking and sorting a maneuvering target in a high traffic environment (1,000 or more targets within 100 NM of the sensor) at P-3 operating altitudes. •· Detection and tracking probability rate of 80% or greater for a small surface target (one square meter) at the following ranges (up to sea state four): •o 80 NM minimum when the vessel is DIW. •o 110 NM minimum when the vessel is moving at 10 knots or greater. •· Sending and receiving position data via the mission computer to promote integration between radar systems and to enable automated pointing/cueing to targets identified by other sensors (EO/IR, MSR, etc.) positions. •· Operator capability to discriminate target size through analog and/or processed data presentation while minimizing false targets. The responses shall also address production capabilities, maintenance and cost information as requested below: •· Do you have a fully designed and tested product? If so, please provide information regarding current customers and air platforms in use. •· Do you have an off-the-shelf system currently available for purchase? •· What are your current and future production capabilities? •· How do you maintain production quality? •· Please provide maintenance information and cost at the Organization Level and Depot Levels. •· Please provide approximate turnaround times for orders ranging from 1 to 8 units. •· Please provide estimated cost information for orders ranging from 1 to 8 units including warranty and annual service agreements. Responses Responses to the RFI should be submitted in Microsoft WORD or Adobe PDF format, and shall be limited to 25 pages in length. The responses may be submitted by electronic mail, provided they are received by the cut-off date shown in the FedBizOps announcement. They must be directed to the CBP Procurement Office. The first page of the response will provide: (1) company name; (2) address; (3) company business type (large or small); and company contact for questions and/or to schedule follow-on discussions. Company contact information shall include name, title, phone number, fax number, and e-mail address. Presentation slides are not desired. However, concept drawings, line diagrams, process flows, and organizational charts, if needed to explain how functions would be performed, or quality controls put in place, may be included. Industry Communications AMO representatives may or may not choose to meet with potential offerors. If communications occur, they would be intended to obtain additional clarification on the potential capability of a company to meet the requirements contained herein, or the benefits and risks of the options under consideration. Any discussions would be with individual offerors, and not with all or groups of potential offerors. Submission of Questions Question submission cut-off date is June 15, 2018 local Washington D.C. time at 5PM/1700. Questions regarding this RFI shall be submitted in writing, via e-mail to the contact(s) shown below. Verbal questions will not be accepted. The Government does not guarantee that questions received after 15 calendar days of the RFI posting will be answered. Summary THIS IS A REQUEST FOR INFORMATION ONLY, to identify sources that can provide maintenance and logistic support for CBPs fleet of aircraft and supporting equipment, and to gather industry feedback on alternative approaches to contracting for the required support. The Government has not made a commitment to issue a solicitation, and this RFI should not be taken as a commitment for future work or for a potential offeror to incur costs for which reimbursement would be expected or sought. All responses and materials submitted become Government property and will not be returned. Security In an effort to improve electronic submission security, all documents shall be submitted using a password protected WinZip file. The WinZip password shall be submitted in a separate email.
