Description
INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13--Simplified Acquisition Procedures, FAR Subpart 13.5--Test Program for Certain Commercial Items, and FAR Part 12--Acquisition of Commercial Items. The solicitation number is HHS-NIH-NIDA(AG)-PSOL-2018-208 and the solicitation is issued as a PRE-SOLICITATION, NOTICE OF INTENT, to award a contract on a non-competitive basis to Christopher H. Morrell, 4 Cody Ave, Baltimore, MD 21234-1376. ACQUISITION AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures, Subpart 13.5--Test Program for Certain Commercial Items, and Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and is expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13--Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6--Competition Requirements. The non-competitive determination is based upon the market research conducted as prescribed in FAR Part 10--Market Research, specifically the results of market research concluded no other source of supply or service has the capability to provide the necessary statistical services without interruption to the ongoing studies. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97, dated January 2018. CONTRACT TYPE The Government intends to award a firm fixed price purchase order for this requirement. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The associated NAICS code for this requirement is 541990 All Other Professional, Scientific and Technical Services, size standard of $15.0 million. BACKGROUND The National Institute on Aging (NIA) has a need for a new Gait Lab Electronic Walkway in support of its BLSA study. All BLSA participants participating in BLSA protocol # 03-AG-0325 will walk on an electronic walkway to measure different gait parameters. To get these results in a timely and an efficient manner, having an electronic walkway will help greatly to achieve that goal. An electronic walkway will also help us to measure specifics gait parameters that we are currently not able to get or would be too consuming to measure with current lab equipment. PURPOSE AND OBJECTIVES The National Institutes of Health, National Institute on Aging, Laboratory of Cardiovascular Science has been involved in numerous studies that have spanned multiple decades. The proposed contractor should have access to unique knowledge and insights as well as abundant experience with the data being analyzed. Objectives are 1) To identify new common genetic variations with heart rate and perform in silico replication of genome-wide association data in SardiNIA and 32 community based European-ancestry cohorts; 2) to perform meta-analysis of genome-wide association (GWAS) results for PR interval modulation from community-based studies of European-ancestry individuals (PRIMA) for identification of underlying common genetic variation; 3) To identify common genetic variants associated with blood pressure variation; 4) To determine genetic determinants of changes in ambulatory blood pressure parameters; 5) To discover genetic factors significant in the electrocardiographic phenomenon of early repolarization. Extensive clinical training and experience is required for this work, and is not suited to the short-term appointments typical of training positions. The contractor will need to have clinical experience with major mental illnesses, a good working knowledge of diagnostic definitions and procedures, and a solid grasp of fundamental statistical principles. Considerable judgment and sensitivity are required for navigating participant recruitment and assessment in the field with the targeted special populations. Prior education must consist of a doctoral degree in psychology or related fields plus at least 5 years' relevant experience; excellent organizational skills; and ability to work with a team. The ideal candidate would also demonstrate extensive knowledge of family study methods as evidenced by recent course work and/or experience and a record of research publications in the field. Place of Performance: 251 Bayview Blvd Baltimore, MD 21224 ANTICPATED PERIOD OF PERFORMANCE The base period of performance is 07/01/2018 to 06/30/2019. One option period with a period of performance from 07/01/2019 to 06/30/2020. GOVERNMENT RESPONSIBILITIES This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria and a price proposal. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Evaluation factors that will be used to evaluate the offer most advantageous to the Government: Key Personnel, Technical Capability, Past Performance, and Price. When combined, non-price factors are significantly more important than price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. All responses must be received by June 18, 2018 at 12:00 pm, Eastern Standard Time (EST) and must reference solicitation number HHS-NIH-NIDA(AG)-PSOL-2018-208.
