- The U.S. Army Corps of Engineers - St. Paul District has a requirement for a contractor to rehabilitate parking lots and other asphalt pavement at multiple sites at the Lake Ashtabula Project Area, near Valley City, North Dakota in Barnes County. The work includes, but is not limited to, providing all plant, labor and materials required to perform asphalt crack repair (type 1 and type 2), seal coating, patching, surfacting aggregate, and pavement striping and other markings. One site includes bituminous removal and a bituminous overlay. The work will be divided between six (6) sites around Lake Ashtabula. Four of the sites will be Contract Option Items, exercisable at the time of award. The contractor will be responsible for following applicable state, local, Federal, and USACE safety and environmental laws and regulations. The contractor shall provide all necessary traffic control flaggers and signage as required or specified. The contractor will be responsible for obtaining any necessary permits. The North American Industry Classification System (NAICS) code for this project is 237310; Highway, Street and Bridge Construction, with a size standard of $36,500,000. The Government intends to award one (1) Firm-Fixed Price Construction Contract. This procurement is set-aside 100 percent for Small Business Firms. The estimated magnitude of construction is between $250,000 and $500,000. This synopsis is not a request for quotes (RFQ), proposals (RFP), or an invitation for bids (IFB). This is a presolicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future-the solicitation will not be issued less than 15 days from the date of this announcement. The specifications will be detailed in the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive bid opening date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available. Offerors are responsible for checking FBO for any update(s) to the Notice. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. In order for contractors to conduct business with the Department of Defense, the contractor must be registered with System for Award Management (SAM).
