- Answers to RFQ Questions Received This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," and FAR 13.5 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested via the attached solicitation. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97, Effective 24 Jan 2018. This solicitation is issued as a Total Small Business Set Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541930, with a small business size standard of 7.5M. A list of line item number(s) and items, quantities, and units of measure, and options can be found in the attached RFQ. The contract will be awarded on a firm, fixed-price basis, on an SF-1449. Only one award will be made to the responsive, responsible offeror under this solicitation. To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov. The Department of Commerce is seeking to purchase Sign Language Interpreting services (SLI) to provide reasonable accommodation for employees and customers who are deaf or hard-of-hearing. The Primary Place of Performance will be at the U.S. Department of Commerce, Herbert C. Hoover Building, Washington, DC. The following provisions and clauses apply to this acquisition and are listed in the attachment to the synopsis: FAR 52.204-16 COMMERCIAL AND GOVERNMENT ENTITY CODE REPORTING (JUL 2016) FAR 52.204-18 COMMERCIAL AND GOVERNMENT ENTITY CODE MAINTENANCE (JUL 2016) FAR 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL (JAN 2017) AND ADDENDA TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL FAR 52.212-2 - EVALUATION - COMMERCIAL ITEMS (OCT 2014) FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS (NOV 2017) FAR 52.212-4 - CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS (JAN 2017) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Jan 2018) Offeror shall complete the following electronic annual representations and certifications at HTTP://WWW.ACQUISITION.GOV in conjunction with required registration in the System for Award Management (SAM) database and FAR 52.212-3 Offeror Representations and Certifications--Commercial Items (OCT 2017). In accordance with paragraph (j) of FAR 52.212-3 if changes to the SAM annual representations and certifications apply to this acquisition, the offeror must clearly identify the applicable paragraphs at (b) through (i) which the offeror has completed for the purpose of this solicitation only. Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted on SAM. Questions are to be submitted in writing no later than 11:00 AM Pacific Time on 29 May 2018. The due date and time for receipt of proposals is 11:00 AM on 1 June, 2018.
