SF1449 and SOO Per 12.603 -- Streamlined Solicitation for Commercial Items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Woman-Owned- Small-Business (WOSB) set-aside (NAICS 541611), request for proposals (RFP) in support of the below statement of objectives (SOO). This solicitation is to procure Acquisition Subject Matter Expert/ Consultant, non-personal services. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer (CO) immediately. The Division of Design and Construction Management (DDCM) has multiple large scale acquisitions currently planned within the next two years. Within recent years, DDCM and the supporting acquisition office have experienced a failure point in capturing lessons learned, initiating process improvement, and developing staffs' broader acquisition knowledge base.
