Chemicals This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division is seeking potential sources capable of manufacturing the following chemicals in accordance with MIL-N-246B: 60 pounds of stabilized nitroglycerin; 60/40 stabilized NG/acetone; stabilized with 1% ethyl centralite. Material shall be made from one single homogeneous lot. Please provide SDS for material. All interested sources shall provide a company brochure or list of specifications, organization name, address, a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. Statement of Work Nitroglycerin (NG) 1.0 PURPOSE This document contains information necessary to produce and deliver Nitroglycerin (NG) for the Naval Surface Warfare Center Indian Head, Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head MD 20640-5035. 2.0 APPLICABLE DOCUMENTS · MIL-N-246B 3.0 REQUIREMENTS The Contractor shall produce and deliver NG according to the following quantity that meets the requirements of MIL-N-246B with Interim Amendment 3, Type 1. 3.1 Quantity 60 pounds of stabilized nitroglycerin; 60/40 stabilized NG/acetone; stabilized with 1% ethyl centralite. · Material shall be made from one single homogeneous lot. 3.2 Packaging and Shipping · The nitroglycerin shall be shipped as XE5 (60/40 stabilized NG/acetone). The XE5 NG shall be packaged in 5-gallon metal cans (w/plastic liner) and shipped in accordance with US DOT Competent Authority approval as follows: · Inner packaging shall be plastic. Intermediate packaging shall be a metal drum (5-gallon capacity) · Outer packaging shall be a UN1A2 steel drum (30-gallon capacity). · Void space shall provide at least 2-inches clearance between intermediate and outer packaging and shall be filled with inert, fire resistant, cushioning material. · The contractor shall label each drum with the contract number and lot number. 4.0 QUALITY ASSURANCE · The contractor shall provide the Certificate of Conformance and a Certificate of Analysis (may be on one document) to Linda Wirth at linda.wirth@navy.mil, phone: 301-744-2571. 5.0 INSPECTION AND FINAL ACCEPTANCE · Inspection and final acceptance will be performed by the NSWC IHEODTD. 6.0 SECURITY AND BASE ACCESS REQUIREMENTS · All contractors entering NSWC IHEODTD must be U.S. citizens and must obtain a temporary identification badge from the Pass and Identification Office upon arrival. Drivers must show two forms of identification, proof of insurance, and registration documents to obtain a temporary identification badge. ALL BASE ACCESS AND ARRANGEMENTS MUST BE DONE BY THE CONTRACTOR PRIOR TO MAKING THE DELIVERY. Contact NSWD IHEODTD pass office at 301-744-4379 for further information.
