Special Notice Notice of Intent to Award a Single-Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office (NCO) 17, located at 5441 Babcock Road, Ste. 302, San Antonio, TX 78240 intends to solicit and award a single-source firm-fixed priced service maintenance agreement for one (1) base year and four (4) option years to Radiometer America, Inc. for the following equipment: 0001: Equipment Service Agreement - Gold Model: ABL90 Blood Gas Analyzer S/N: 090R0874N008 EE: 133688 Mfr: Radiometer Unit of Issue: YR Qty: 1 0002: Equipment Service Agreement - Gold Model: ABL90 Blood Gas Analyzer S/N: 090R0874N054 EE: 133689 Mfr: Radiometer Unit of Issue: YR Qty: 1 0003: Equipment Service Agreement - Gold Model: ABL90 Blood Gas Analyzer S/N: 090R0808N003 EE: 133856 Mfr: Radiometer Unit of Issue: YR Qty: 1 Brief Service Description: The contractor shall provide: One (1) annual service maintenance, which includes cleaning, lubrication, alignment and replacement of predetermined parts using a Radiometer yearly maintenance kit. Complete documentation will be provided on all maintenance work. No-charge mandatory software updates will be provided during the term of the Agreement. Phone support and/or remote support with screen sharing is provided as initial step until the determination is made that an onsite visit is required. Phone/Hotline provided 24/7. Telephone response time is within one (1) business hour from the initial customer call. If Radiometer determines the problem cannot be resolved remotely, onsite service visits will be provided Monday through Friday 8 a.m. to 5 p.m. local time. All labor, travel and parts are included. Priority onsite support is provided within twenty-four (24) hours (Monday through Friday 8 a.m. 5 p.m. local time) from the time Radiometer determines an onsite visit is required. Radiometer will provide support to develop SOPs. Customer will have access to operator manuals, clinical training, and mobile apps for Blood Gas and Pre-analytical errors. Contractor is to provide all services, parts hardware, proprietary software, and labor. Services for the Radiometer Blood Gas Analyzer Systems will be performed at the Central Texas Veterans Health Care Systems; Olin E. Teague Veterans Medical Center; 1901 Veterans Memorial Drive; Temple, Texas 76504-7451. The NAICS Code for this procurement is 811219 Other Electronic and Precision Equipment Repair and Maintenance with a Small Business Size Standard of $20.5M. This action is accomplished under FAR 13.106-1(b)(1)(i), Soliciting from a Single-Source. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the government. All responsible sources may submit a response; which, if timely received, will be considered by the agency. If parties choose to respond, any cost associated with preparation and submission of data or cost incurred in response to this announcement shall be the sole responsibility of the contractor and will not be reimbursed by the Government. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no affirmative written response is received by the response date and time, a purchase order will be issued to Radiometer America, Inc. without any further notice.
