- SEEKING removal of a Boller and Chivens 61-cm telescope system This is a REQUEST FOR INFORMATION (RFI) only. This request is for planning purposes and does not constitute a Request for Quote (RFQ)/solicitation. This notice shall not be construed as a commitment on the part of the government to award a contract or to pay for the information. The government may or may not decide to award a contract as a result of this RFI. The government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. No funds have been authorized, appropriated or received in this office for the purchase of this product or information. The information provided will be used for market research only. A company is encouraged to respond to this notice if it possesses the capability to remove a Boller and Chivens 61-cm telescope system: The detailed requirements for this service is: •o Partial disassembly of the Boller and Chivens 61-cm telescope (hereafter called "TELESCOPE," which includes optical tube assembly and mount) •o Disconnection of control cables from the TELESCOPE and control computer assembly (hereafter called "CONTROL SYSTEM") •o Removal of control cables from existing cable conduits running between the TELESCOPE dome and CONTROL SYSTEM room. •o Packing of main mirror in government furnished transportation crate •o Packing of the TELESCOPE secondary mirror assembly in government furnished transportation crate •o Packing of the TELESCOPE counterweights in new (non-existing) transportation crate(s) •o Removal of the TELESCOPE components from USAFA Observatory dome area (including optical tube, mount, and all packing crates) through either (a) main dome slit or (b) walk-out roof •o Removal of CONTROL SYSTEM from first floor control room •o Transportation of all TELESCOPE and CONTROL SYSTEM components from USAFA Observatory (Building 2416 on the Cadet Area) to USAFA LGR Warehouse (Building 8110 on the south end of USAFA); total distance is approximately 7.7 miles •o Unloading of all TELESCOPE and CONTROL SYSTEM components at LGR Warehouse and moving TELESCOPE and CONTROL SYSTEM components to warehouse storage location(s) •o Clean-up of USAFA Observatory worksite •· The TELESCOPE and CONTROL SYSTEM will be re-assembled and re-used, so disassembly must be performed to enable future re-assembly and re-use CONTRACTOR RESPONSIBILITIES : •· TIMEFRAME OF WORK: •o The contractor shall complete all tasks within five business days (not including weather delays) •· The Contractor must comply with specification sections 01 35 00 USAFA Environmental Standards and 01 35 10 USAFA Erosion Control Re-vegetation and Tree Care Standards which outlines provisions to help ensure contractor compliance with environmental law. Include a Spill Prevention and Response Plan with every project. •· The contractor shall remove and transport the TELESCOPE and CONTROL SYSTEM between the USAFA Observatory the USAFA LGR Warehouse (a crane and transport vehicle(s) will be the contractors responsibility to provide) •· The contractor shall perform partial disassembly of TELESCOPE within USAFA Observatory main dome (procedures TBD); crane support may be required for this disassembly •· The contractor shall remove all control cables from existing conduits running between the TELESCOPE dome and CONTROL SYSTEM room. •· The contractor shall pack the following TELESCOPE components in contractor-supplied transportation crates: •o All TELESCOPE counterweights •o TELESCOPE finder scope •o TELESCOPE control cables •o TELESCOPE control hand paddles •· The contractor will devise a system to mark and bag all TELESCOPE assembly hardware (e.g., nuts, bolts, etc) to aid in future TELESCOPE and CONTROL SYSTEM re-assembly •· The contractor shall remove all TELESCOPE components out of the main dome slit and/or the USAFA Observatory walk-out roof, and load onto the contractor-provided transportation vehicle(s) •· The contractor shall load the CONTROL SYSTEM onto the contractor-provided transportation vehicle(s) •· The contractor shall: •o Transport all TELESCOPE and CONTROL SYSTEM components to the USAFA LGR Warehouse •o Unload all TELESCOPE and CONTROL SYSTEM components at the USAFA LGR Warehouse •o Move all TELESCOPE and CONTROL SYSTEM components to their USAFA LGR Warehouse storage location(s) •· The contractor shall clean up the USAFA Observatory worksite to include: •o Main dome area and stairwell •o Walkout roof (if used) •o Control room First floor hallway between control room and main entrance Please forward all information, questions or recommendations to : Casey Pehrson Contracting Specialist, US Air Force Academy CO 80840 casey.pehrson.2@us.af.mil OMBUDSMAN (JUN 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
