This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 January 1, 2018. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511 with a small business size standard of 7030. The Department of Veterans Affairs, Pacific Islands Healthcare System, 459 Patterson Road, Honolulu, HI 96819-1522, is seeking to purchase a Fingerprinting System for 7 locations. All interested companies shall provide quotations for the following: Item 0001 Part Number - TPE-4100UXT-ED Description Touch Print 4100 Enhanced Definition Transportable Livescan System w/USB Interface Quantity 8 Each Item 0002 Part Number - TPE-COMX-SMTPE Description - Electronic Fingerprint Records Quantity 8 Each Item 0003 Part Number - 4100XT- W95 Description Warranty Upgrade 9/5 Quantity 8 Each Item 0004 Part Number - TPE-CSTX-OPM001 Description OPM Enterprise Customization w/PIV Support Quantity 8 Each Item 0005 Part Number - TP-4100-CASE Description Pelican Carrying Case Only Quantity 8 Each Item 0006 Part Number - TP-IAT-2DAY Description 2 Day Onsite Installation & Training (up to 6 people) Quantity 8 Each Item 0007 Part Number - 4100XT- M95 Description Annual 9/5 On-site Maintenance (Per Unit) Quantity 8 Each Delivery shall be provided not later than 30 days after receipt of award. Place of Performance/Delivery Please see attached for locations Evaluation Procedures: Comparative evaluation of quotations will be made in accordance with FAR 13.106-2(b)(3), which means evaluating one quote with another in a uniform and fair manner. Only quotations from authorized distributors will be accepted. Evaluation Factors: The factors to be evaluated are price and delivery. Award: An award will be made based on the lowest price quotation that meets or exceeds the salient characteristics. VA will issue a purchase order to the selected submitter at the submitted price or at the discussed discounted price. The contracting office will post awards over $250K to FBO.gov. This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoter shall list exception(s) and rationale for the exception(s).
