- Sources Sought (Request for Interested Manufacturers) FROM: Lisa Michelle Smith/409 SCMS/GUME TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of 6150-01-506-4985GG Special Cable Assembly for the Cluster Bomb Unit within the B-1 aircraft. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the 1760 Enhanced Conventional Bomb Module (SECBM) Cable, NSN 6150-01-506-4985GG, L5448351-001. ITEM DESCRIPTION This SECBM cable is used on the B-1. The SECBM is designed for the suspension and release of ten Cluster Bomb Units (CBU), either CBU-87, -89, -97, -103, -104, or -105, or six GBU-38 500 pound Joint Direct Attack Munitions (JDAM) in the forward and intermediate and three in the aft bay. It is designed with a Conventional Weapons Interface Unit (CWIU), power supply, transformer, and Power Control Assembly (PCA). The module has the wiring and connectors required to be 1760 weapon capable. The module is capable of being installed in any of the three aircraft weapon bays using the rotary launcher attach mechanisms. When the module is installed, the rotary launcher drive subsystem is mechanically locked and electronically disabled by the ACU software. Impediment to Competition: The original equipment manufacturer for this item is The Boeing Company (CAGE 43999). The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Boeing is the only known source with adequate knowledge of the SECBM Cable performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Boeing for the manufacture of the SECBM Cable in support of the B-1 program. Other interested parties may identify their interest and capability to respond to the requirement no later than 19 June 2018 by emailing Michelle Smith at lisa.smith.39@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
