Solicitation SF-171 Personal Service Contract (PSC) Statement of Work (SOW) Justice Sector Advisor (JSA) U.S. Embassy Tegucigalpa, Honduras FS-02 (GS-14 Equivalent) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Office of Western Hemisphere Programs (INL/WHP) within the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the U.S. Department of State supports criminal justice programs in South America, Central America, and the Caribbean. In Honduras, INL supports comprehensive programming with the goal of increasing the government's institutional capacity to counter domestic and transnational crime, reduce the flow of illicit narcotics, and improve citizen security. INL also seeks to build the capacity of the justice sector of Honduras to provide accountability, protect the rights of citizens, and promote the rule of law. INL programs provide training, technical support, and mentoring to justice sector officials to effectively manage, investigate, and prosecute complex crimes. INL also supports civil society efforts to increase access to justice for the citizens of Honduras, particularly vulnerable populations. Purpose of the Contract: The Justice Sector Advisor (JSA) position will support, assist, and advise INL on the development, implementation, and oversight of justice sector programming including: contracts, grants, interagency agreements (IAAs), and letters of agreement. The JSA will liaise with host government, multilateral, and interagency partners, particularly the Office of Overseas Prosecutorial Development Assistance and Training (OPDAT). The JSA will also advise on issues and developments in Honduran rule of law through regular consultations with host country counterparts/interlocutors and provide subject matter expertise on the Honduran criminal justice system. The incumbent will have complementary roles as a program manager and subject-matter advisor. Duties/Responsibilities: •Program Management: The incumbent is the primary officer responsible for the overall management and coordination of all aspects of INL assistance to Honduras related to the attorney general's office, judiciary, and other Honduran justice sector actors. The incumbent, in coordination with the INL/H leadership and INL/WHP, will develop program priorities, objectives, and guidelines for his/her program area. The JSA will provide expertise in the strategic planning and development of possible future justice sector projects in Honduras, particularly those involving the attorney general's office and the judiciary. The JSA will manage/oversee INL/H projects that provide technical prosecutorial, public defense, judicial, or advocacy expertise, policy guidance, and training on behalf of INL in support of host-nation efforts to improve the integrity, efficiency, and functionality of the Honduran justice system. The Program Officer may serve as a GOR or COR for grants and contracts, respectively under his/her program area. •Subject Matter Expertise: The incumbent must develop and maintain a comprehensive knowledge of the Honduran legal system, with a particular focus on criminal justice, police reform, anti-corruption, legal aid, judicial issues, and legal education. The incumbent must have a comprehensive knowledge of both civil law and common law systems of justice, as well as prior expertise or knowledge of systems transition from one style of jurisprudence to another. Comparative legal system expertise strongly preferred. •Host Country Coordination: The incumbent is the primary point of contact for partner government personnel regarding INL assistance to the Honduran government justice institutions and civil society. The incumbent meets frequently with members of civil society as well as partner government officials to develop projects, negotiate bilateral agreements, consult on project implementation, resolve sensitive issues, bolster support for increased partner government participation, and evaluate program effectiveness. •Interagency Coordination: In coordination with the INL/H leadership and INL/WHP, the incumbent will work to integrate all appropriate inter-agency efforts in the partner country program, and coordinate with other agencies as appropriate, to ensure programs in his/her portfolio are complementary and coordinated with the interagency and international community •Planning and Reporting: The incumbent will prepare an annual strategic plan for INL/H justice sector programming. The incumbent will ensure that project implementers prepare spot reports, monthly reports, and quarterly reports. The JSA responsible for ensuring all project in his/her portfolio provide timely written reports, metric and evaluation data (M&E), and remain within budget. The JSA, in coordination with their INL/WHP counterpart and under the supervision of INL/H leadership, will provide recommendation for program amendments, extensions, or gap areas. •Additional Responsibilities: The incumbent maintains security awareness and safeguards classified information, and ensures adherence to the letter and the spirit of U.S. government equal employment opportunity principles. As requested by the Chief of Mission, the incumbent should make himself/herself available to the Embassy Tegucigalpa Front Office to consult on issues of justice sector development. Relationships: The JSA will report to the INL/H Director. The JSA will also work closely with the INL/WHP program officer responsible for developing and implementing foreign assistance programs in Honduras. The JSA will also coordinate closely with OPDAT Resident Legal Advisors (RLAs) on the development, implementation, and oversight of rule of law programming. Complexity: Normal routine will involve meeting with Government of Honduras officials, organizing training activities and workshops, and overseeing justice sector reform initiatives. The ability to effectively manage large quantities of evolving data is essential. The duties of the position are complicated by the fact that they are being performed in a high-risk environment with limited host-nation capacities. Minimum Qualifications: 1.U.S. Citizenship and the ability to obtain and maintain a Department of State Secret level security, ethical, and medical clearances. 2.Graduated from an accredited institution with a Juris Doctorate or Master's Degree in International criminal justice, rule of law, or related field. 3.Four (4) years' relevant work experience in the design, management, and oversight of international foreign assistance projects. Demonstrated experience in metrics and evaluation, reporting, and program budget execution also required. 4.Demonstrated ability to write and speak Spanish at the FSI 3/3 Level. 5.Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups. 6.Four (4) years' prior work experience managing USG contracts, grants, inter-agency agreement, and donations to international organizations. 7.The incumbent must have a comprehensive knowledge of both civil law and common law systems of justice, as well as prior expertise or knowledge of systems transition from one style of jurisprudence to another. Comparative legal system expertise strongly preferred. 8.Demonstrated knowledge in interagency coordination, collaboration, and communication. 9.Proficient in Microsoft Office Suite. 10.Knowledge and experience with U.S. Government (USG) regulations, standards of conduct, and ethics. Government Furnished Equipment: The PSC shall be able to use a furnished office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the DOS. Travel: Occasional travel throughout Honduras will be required. Occasional travel to other countries in the region and travel to the U.S. may also be required. Pre-Deployment Travel: Consultations with the INL Program Office in Washington may be required. Guidelines: The JSA will be guided by the INL Program and Policy Guide. Supplementary guidance will be provided by the Foreign Affairs Manuals for Financial Management (4 FAM), General Services (6 FAM) and Logistics Management (14 FAM), and associated Foreign Affairs Handbooks (FAH). Resources will include INL/USAID Place-Based Strategy Framework and USAID's 2016 Rule of Law Assessment. Evaluation Criteria: FACTOR 1:Coordination and Collaboration (30 points) Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner, and to interact effectively with municipal government, civil society, international donors, U.S. Embassy personnel, and others in order to prepare, analyze, explain and defend determinations and requirements with respect to empirical findings, conformance to applicable laws, policies and other regulatory guidelines. Ability to advise program officers on project implementation and provide guidance on policy decisions related to project goals. Strong preference will be given to those who are physically able to reside in Honduras in the areas of Tegucigalpa and travel throughout the region without restriction. FACTOR 2:Development/Implementation (25 points) Demonstrated ability to identify macro- and micro-level gaps and subsequently design appropriate interventions, which address these identified areas of need. Design reforms that work in both a bottom up and the top down approach relying on empirical data, academic studies, and lessons learned. Coordinate Government of Honduras (GOH), civil society, U.S. Embassy, international donor, and other stakeholders to ensure comprehensive, non-duplicative, interventions. Conduct in-depth reviews of the technical aspects of program requirements and making recommendations to senior managers on appropriate course of action on specific projects and issues. FACTOR 3:Knowledge and Ability (25 points) Demonstrated ability to apply specific rule of law knowledge to appropriately develop and implement justice sector programs in Central America, experience in Honduras strongly preferred. Ability to communicate effectively in order to contribute to policy planning documents and to make recommendations to leadership and counterparts on INL support for programs. FACTOR 4:Program Management (20 points) Demonstrated knowledge of concepts, practices, and principles including the ability to prioritize requests, develop and track program plans and implementation timelines, and analyze results in order to effectively manage programs that meet United States government objectives. Prior INL and/or USAID coordination experience strongly preferred.
