Description
SOW Investigative Case Management System REQUEST FOR INFORMATION (RFI) The Committee for People Who Are Blind or Severely Disabled also knows as the U.S. AbilityOne Commission (Commission), Office of Inspector General (OIG) is conducting market research to gain a greater understanding of the full range of available options for an Investigative Case Management System (ICMS). This is a Request For Information (RFI) released pursuant to Federal Acquisition Regulation (FAR) Part 10 - Market Research and Part 15.201(e). This RFI's purpose is to obtain market information on viable sources of supply, industry practices, answers to specific questions, and industry comments relating to the attached draft Statement of Work (SOW). Information provided will be used solely by The OIG as market research and will not be released outside of the OIG ICMS Requirements Team. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. Background: The OIG, currently uses the basic Case Management Systems built into their Hotline Service program for a case management tool for investigations. The OIG is looking to replace this with a new system that provides the same core investigative case management functions along with some new capabilities. The OIG is interested in obtaining responses to this RFI from subject matter experts within the federal marketplace that has experience providing similar types of services and software required to support the requirements outlined in the attached draft SOW for this effort. The Government encourages the responders to this RFI to help the Government understand how to tap into the market and obtain the most innovative, cost-effective method in achieving the desired capabilities and results. Objective: The OIG is seeking industry feedback regarding a methodology to acquire an Investigation Case Management System (ICMS) that must be: • Capable of managing all phases of Investigation Divisions (ID) investigations from initial allegation/complaint (input) to final disposition. • A web accessible application available to ID throughout the country. • Compliant with Federal Information Security Management Act (FISMA). • Able to meet the processing requirements of the OIG and comply with the secure system requirements of the Commission network. • Capable of eventually migrating to a hosted, cloud-based platform within 1-2 years. • The system must be customizable by the Commission developers to allow field changes on the screen and adding new fields to the database Opportunity: The OIG wishes to identify industry specific information provided by suitable industry business partners to help better define the systems requirements for a Commercial Off-The-Shelf (COTS) Investigation Case Management System (ICMS) to process OIG investigations from initial allegation/complaint (input) to final disposition. The proposed system must be customizable by Commission developers to allow field changes on the screen and adding new fields to the database. The system must be able to route cases through the different investigative phases either manually or automatically, and be usable by working groups on a nation-wide scale. The ICMS will be a system of record, and as such shall maintain data integrity while also being easily editable. The OIG envisions this ICMS to meet at a minimum the requirements outlined in the attached Statement of Work. Questions: •· Is industry aware of existing systems that may be Commercially Off The Shelf and perhaps tailorable to meet the objectives drafted above and requirements set forth in the draft SOW? •· Are the requirements within the draft SOW clearly defined and easily interpreted to ensure the Government need will be met in the most effective and efficient manner? If no, please elaborate and advise what type of information is missing and/or what language requires revisions. •· What labor categories would be required for the Government to procure support for the development of the desired system? •· What should the Government anticipate with respect to software license requirements, related costs, customizations etc.? •· What is the best licensing model for the type of system described in the draft SOW? Please elaborate on the reason/support for the recommendation (pros and cons of using each). •o Annual? •o Name seats? •o Perpetual? •· What are the hardware environment needs? •· How can the government estimate product support posture/cost if the government falls 1, 2, or even 3 major upgrades behind the commercially available solution? •· Based on the type of system contemplated in this effort, what product rights are typically retained by the Government vs contractor proprietary? •· What level of abstraction or layering will be available such that a major upgrade/core product will have limited impact to configuration changes/customizations based on customer/client need? •· Can the respondent provide a capability briefing covering the following at minimum:? •o Company Name and Duns Number •o Business Size •o NAICS •o Products/Services - Related to this type of effort, what support services or products (IT system solutions) does your company have the capability to offer/develop)? •o Experience - Has your company satisfied a similar need for a Government customer and provided a similar IT solution? If yes, please explain in detail •§ Name of government customer(s)/Division or Office •§ type of system •§ functionality of system •§ support and development services offered to the customer, etc. •§ Hardware Environment - Describe the hardware environment required for production operations and to support the system/solution •§ Software requirements/customizations •§ What configuration requirements had to be met? •§ Did the IT system solution interface with other external systems such as a law enforcement system for example? •§ Implementation methods •§ Was any aspect of the IT solution(s) considered proprietary? Responses Requested: In an effort to assist the Commission in developing ICMS and further refine our requirements, please provide responses to the following questions and requirements. The OIG understands that some responses may be conceptual, while others are limited to the type(s) of technologies being considered.
