Description
This modification notice to N61340-18-R-0015 CHANGES the response date to June 11, 2018 from June 7, 2018. And it is also to provide a few clarifications as follows: 1. We thought that that Capability Maturity Model Integration (CMMI) might be required in the future, but it was just confirmed that CMMI will not be required for this effort. NECO posting ATTACHMENT is updated to reflect this. 2. Clarification: Combat Systems has NOT been removed. A typographical error was corrected but CS remains and SCIF is a requirement. 3. As this will be a competitive effort, the SCIF is also required at the time of proposal submissions like the facility clearance. As the notice states, Facility Security: Secret clearance active AT TIME of proposal submission and during contract performance. Sensitive Compartmented Information Facility (SCIF) Required. This last portion will be updated on the NECO posting ATTACHMENT to reflect that the SCIF is also required at time of proposal submission. Which means it will be validated during proposal evaluations. 4. Is there an expected volume of development that would happen in the SCIF so that a large enough SCIF is ensured? We dont have an expected volume of classified information development yet, but classified information at the secret level is expected. 5. Is SCIF access at a subcontractors facility acceptable? The prime must have SCIF despite of who will be performing that portion of the efforts. A prime has to always have the same clearance as the sub or higher AND a SCIF. This must be available at time of proposal submission. NECO posting attachment will be updated to clarify. 6. If the SCIF will be utilized for a certain learning sites content development, may we know which one and the location? We dont have that information yet but locations may be at any Navy Training Sites.
