- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. Amendment 1: The purpose of this amendment is to notify vendors that a new or refurbished L2 Amplifier in accordance with the minimum specifications is acceptable for this requirement. This combined synopsis and solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request For Quotation (RFQ) number is N66604-18-Q-2142. This requirement is being solicited as unrestricted, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification Systems (NAICS) Code is 334220 and the small business size standard is 1,250 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price Contract for the following items that meet the required specifications. Item Minimum Specifications L2 Power Amplifier with Spare Kit •- Continuous -3dB performance 5kHz up to 100kHz •- Modifiable source impedance (voltage source, current source, or resistive source) •- Capable of outputting a 100VA burst to a 50 Ohm resistive load •- Over-current protection •- Voltage and current monitor •- Single phase 120VAC power •- New or refurbished is acceptable provided the refurbished unit meet the above stated requirements Spare Kit •- Printed wiring board pre-amp, amplifier, and rectifier spares or equivalent The required delivery is eight weeks after date of contract award. The vendor shall invoice within seven days of delivery. F.O.B. Destination Naval Station Newport; Newport, RI. Early delivery is acceptable. Offers must include shipping costs in quotes, if applicable. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. In accordance with DFARS 252.211-7003, Item Identification and Valuation, if the unit prices proposed exceed $5,000 then UID tags will be required. The Government's preferred method of payment is Credit Card unless IUID is applicable as detailed above (single unit price over $5,000) in which case Wide Area Workflow (WAWF) is required. Section 508 is not applicable to this requirement. The Government intends to award a single Firm Fixed Price purchase order to the eligible, responsible offeror whose offer represents the lowest price technically acceptable (LPTA). In order to be determined technically acceptable: (1) the offeror must quote the items specified, meeting the minimum specifications; (2) the offeror must meet the required delivery date; and (3) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within SPRS may render a quote being deemed technically unacceptable. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. Contractors must be actively registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the websites. Offerors shall include the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNS. Quotes must be e-mailed directly to tyler.kenyon@navy.mil. Quotes must be received by 2:00 p.m. (EST) on Wednesday June 6 2018.
