- The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed-price contract with John Kraft Building Services, Annawan, IL. The NAICS code for this procurement is 811490 with a size standard not to exceed $7.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This request will close June 11, 2018. Rock Island District Clock Tower historical clock is currently inoperable. The clock was constructed in 1867 and is the last clock of its type in the United States. The clock's clockworks connect to a central gear in the middle of the room that drives four spurs with a rod to each of the four clock faces. Each face is 12 feet in diameter with six-foot minute hands and five-foot hour hands. The clock's pendulum sinks nearly two stories deep, gently swinging a 350-pound weight. The Contractor is required to have a minimum of 20 years of experience. The Contractor will perform the following actions resulting in a fully functional Clock Tower clock. 1. The Contractor shall decontaminate and flash entire lubricating system for each clock dial mechanism (four), decontaminate planetary gears, and decontaminate complete movement. 2. The Contractor shall provide proper synthetic lubricating oil for entire system. 3. The Contractor shall remove and repair balance unit. 4. The Contractor shall fabricate new Brazilian agate jewel pallets (two) and replace old Brazilian agate jewels on movement. 5. The Contractor shall remove pin-wheel, repair pins, and balance pin-wheel. 6. The Contractor shall remove and replace suspension spring from pendulum if needed. 7. The Contractor shall remove and repair striking mechanism for bell connected to the movement and rebalance governor unit.
