Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER: The United States Department of Education, Office of Educational Technology (OET), intends to award a sole source purchase order to Digital Promise, 1001 Connecticut Ave., NW, Suite 935, Washington DC, 20036 to provide research support and identify schools that are effective and innovative using technology to personalize student learning and deliver STEM instruction. Specifically, the contractor shall conduct comprehensive literature reviews and develop a rubric based on the findings of the literature reviews to identify schools that demonstrate research-based, innovative and exemplary policies and practices for personalizing the learning experience and delivering STEM instruction. In addition, the contractor shall develop and disseminate virtual case studies on specific local education agencies (LEAs) being effective and innovative in this area to further increase use of these best practices. In accordance with FAR 13.106-1(b), soliciting from a single source, OET intends to make a noncompetitive award. Digital Promise conducts highly skilled research with demonstrated expertise in both educational technology and STEM education and can quickly and efficiently provide state, district, and school officials with technical assistance to meet the goals of the 2017 National Educational Technology Plan and the Secretary's Supplemental Priorities for STEM Education. Digital Promise has a unique skill set in developing projects that leverage educational technology to advance teaching and learning, particularly in STEM education. In addition, Digital Promise has extensive experience in identifying and highlighting schools that use innovative approaches to improve student outcomes. They are successful in this work, in part, due to the diverse and expansive network they can draw upon to assist with the school identification process. With Digital Promise, OET will have access to thought leaders working to examine the effectiveness of innovative education approaches supported by digital technology, including staff whose recent work includes evaluating the implementation and impacts of newly developed adaptive learning software, studying the long-term effects that attending an inclusive STEM-focused high school has for students from underrepresented minorities, and past advisors to the U.S. Department of Education on national education technology plans. This unique historical knowledge and these skills are required to complete this work in a timely and cost-effective manner Making a noncompetitive award to Digital Promise is the most advantageous acquisition strategy for meeting OET's need for an organization with research expertise in both educational technology and STEM education, along with school selection. While other companies may be able to provide research support, Digital Promise has the expertise and current knowledge of the field to complete this work in a timely and cost-effective manner. In addition, Digital Promise is uniquely positioned to successfully initiate OET's support requirements as soon as possible to meet the project deadlines requested by the Secretary of Education for identifying "Innovation Spotlights" in the fall of 2018. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses to this notice of contract shall be submitted to the Contracting Officer via email.
