- The United States Army Contracting Command - Warren (ACC-WRN) intends to issue a Request for White Papers (RWP) for Signature Management Prototype (SMP) for Ground Automotive Systems on approximately June 8, 2018. The RWP will be issued under the Defense Automotive Technologies Consortium Other Transaction Agreement (DATC OTA), W56HZV-16-9-0001 PA023. The DATC OTA was awarded under the authority of 10 U.S.C. § 2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92. The Government is seeking a prototype to obtain feasible and achievable solutions that focus on visible radiation frequencies and radio frequencies within the electromagnetic spectrum without interferences to the overall performance of the automotive system. The focus of this effort is to conduct research and development of new signature management engineering to develop signature management capabilities for ground automotive systems. This R&D prototyping project will provide signature management improvements for ground automotive systems (manned and unmanned) to increase signature management capabilities and maximize system survivability and force protection. This requirement seeks to identify next generation and currently underutilized technologies to prevent and or obscure detection and accurate identification of automotive technologies. The expected outcomes include research, design and subsequent fabricated prototypes that obscure signatures across multiple spectrums. Concepts and potential Research, Development, Test and Evaluation (RDT&E) solutions should encompass signature management across any automotive class system - and should not be tailored/adapted to any specific system. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the Defense Automotive Technologies Consortium (DATC), and industry in general, advanced notification of the Government's intent to release a RWP to the DATC membership.
