The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. Please identify any proprietary information submitted. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. REQUIRED CAPABILITIES: The Government requires a prospective contractor to have the ability to procure and/or manufacture the listed grenades and fuzes in accordance with the Government Technical Data Packages (TDPs) and/or Performance Specifications with concurrent deliveries, to include performance of inspections of various features and pack-out of the assembled grenades, training devices, and fuzes. Technical description of the items are as follows: 1. M104 Non-Lethal Bursting Hand Grenade: The M104 Non-Lethal Bursting Hand Grenade produces a shower of high velocity rubber pellets that sting and disorient potential targets. 2. XM111 Offensive Hand Grenade*: The XM111 Offensive Hand Grenade is designed to produce casualties during close combat while minimizing danger to friendly personnel. The grenade is used for concussive effects in enclosed areas. The XM111 produces a shock wave, known as blast overpressure, in enclosed areas greater than those produced by the lethal M67 fragmentation hand grenade during detonation. Therefore, it is very effective against enemy soldiers located in bunkers, buildings, and fortified areas. The output couples a bright flash, loud explosion, and enhanced blast overpressure. 3. XM112 Practice Offensive Hand Grenade Body*: The XM112 Practice Offensive Hand Grenade Body with M228 Practice Fuze is a reloadable trainer. The XM112 body is meant to replicate the size, shape, and weight (minus the fuze weight), and markings of the XM111. 4. M67 Fragmentation Hand Grenade: The M67 Fragmentation Grenade is used to supplement small arms fire in close combat situations. The M67 grenade produces casualties by high velocity projection of fragments in a uniform pattern when detonated. The M67 utilizes a steel spherical body, filled with high explosives that are initiated by a pyrotechnic delay fuze. This device is comprised of three (3) major components. They are, 1) the metal body, 2) a pyrotechnic delay detonating fuze, and 3) the Load, Assemble and Pack (LAP) of the explosive composition and the components into the final assembly. 5. M201A1 Fuze: The M201A1 is a pyrotechnic delay igniting fuze used on the M18/M83 smoke grenades. The fuze is equipped with a steel safety Pin and Pull Ring. The safety pin is removed to arm the grenade while holding the lever tight to the grenade body. When the lever is released, the spring-loaded striker rotates and initiates the primer. The primer ignites a delay element, which initiates the igniter. The igniter then activates the smoke mix achieving the desired signal or screening effect. 6. M201A1 MOD 3 Fuze: The M201A1 Mod 3 fuze is used on the M106 bursting smoke grenade. It differs from the M201A1 fuze with respect to the lever profile and incorporation of a confidence clip. 7. M208 Fuze: The M208 fuze is a variant of the M201A1 fuze and ignites the smoke mixture within the Smoke Pot, Practice, M8. 8. M228 Fuze: The M228 fuze is a pyrotechnic delay igniting fuze used in conjunction with the M69 Grenade body, as a trainer for the M67 Fragmentation Hand Grenade. The fuze is equipped with a steel safety pin and pull ring, and a safety clip. The safety pin and the safety clip are removed to arm the grenade while holding the lever tight to the grenade body. The M228 emits a small puff of smoke when activated. When the lever is released, the spring-loaded striker rotates and initiates the primer. The primer ignites a delay element, which initiates the igniter. The igniter produces an audible signal and a white smoke charge. 9. M213 Fuze: The M213 fuze is a pyrotechnically delayed fuze used in the M67, which the Government may desire to procure separately. The M213 fuze has a high explosive detonator. 10. M67 Packaging Sets, M213 Fuze Packaging, M67 Grenade Body Packaging, Models: Cutaways/Whole Displays, Special Test Hardware Fuzes 11. Engineering Hardware * The XM111 and XM112 have not been material released. Upon successfully passing the Type Classification (TC) Standard, the "X" will be removed from the Nomenclature, and these items are projected to be procured as hardware units at full rate production. ELIGIBILITY: The applicable NAICS code for this requirement is 332993. TDPs and/or Performance Specifications are restricted to: Distribution Level D. The top-level drawings for the items listed in this Sources Sought are being posted for review in development of responses by potential sources to the Sources Sought Notice. Following are instructions for obtaining a copy of the Distribution D drawings. TECHNICAL DATA PACKAGE INFORMATION, AND DISTRIBUTION AND DESTRUCTION OF RESTRICTED TECHNICAL DATA (a) The draft drawings/specifications may be obtained electronically via the link below which will direct you to the Federal Business Opportunities (FBO) website. You must have an FBO account prior to accessing any drawing. To register for an account in FBO, please visit http://www.fbo.gov/index and click on Register Now under Vendors/Citizens. The toll free FBO helpdesk phone number is (866) 606-8220 and for international (334) 206-7828. Vendors are responsible for placing correct information in FBO. (b) You may need to use special software to view the documents that we post to the FBO. This viewing software is freeware, available for download at no cost from commercial websites like Microsoft and Adobe. Additionally, some TDPs may require ImageR or Lucent viewers to view the TDP(s) and are available as freeware at: ImageR Viewer: https://g6msd.redstone.army.mil/ Lucent Viewer: http://www.ec-edi.com/ (c) FOR RESTRICTED DRAFT DRAWING: The Draft Drawings/Specifications for this Sources Sought are restricted and can be accessed electronically via the FBO website, with valid contractor login credentials. The Draft Drawings are posted with various options, such as Restricted and Export Control. These additional controls are described below: (1) Access to RESTRICTED DRAWINGS Drawings that have been marked as 'Restricted' can be accessed electronically via the FBO website, with valid contractor login credentials. Drawings that have been marked as 'Restricted' will require approval from the Contracting Officer prior to gaining access to the requested information. To request access click on the link provided below, log in to FBO, click on the packages sub-tab and then click on the request explicit access button. Completion of a Use and Non-Disclosure Agreement may be required prior to gaining access to the Drawings. Please allow 2-3 working days to process your request. You will receive a system generated email from FBO stating you have been granted permission for viewing or downloading the Drawings. (2) Access to EXPORT CONTROL DRAWINGS (i) Drawings that have been marked as 'Export Control' can be accessed electronically via the FBO website, with valid contractor login credentials. In addition, to obtain access to this draft drawing, vendors and contractors must have a current DD 2345, Militarily Critical Technical Data Agreement on file with Defense Logistics Information Service (DLIS). If you do not have an approved DD 2345, Militarily Critical Technical Data Agreement on file with DLIS then you will not be able to access the draft drawing. To obtain certification, go to http://www.logisticsinformationservice.dla.mil/jcp/, click on documents and follow instructions provided. Processing time is estimated at five working days after receipt. (ii) Drawings that have been marked as Export Control will require approval from the Contracting Officer prior to gaining access to the requested information. To request access click on the link(s) provided below, log in to FBO, click on the packages sub-tab, enter your Marketing Partner Identification Number (MPIN) and click on the request explicit access button. The requestor must be the "data custodian" that is listed on the DD 2345. Please allow 2-3 working days to process your request. If the company MPIN changes the user will be required to verify the MPIN again to gain access to Export Control Draft Drawing. Completion of a Use and Non-Disclosure Agreement may be required prior to gaining access to the draft drawing. You will receive a system generated email from FBO stating you have been granted permission for viewing or downloading the draft drawing. (iii) If multiple individuals in your company need access to the Export Control Drawings, it can be obtained from your data custodian that is listed on the DD 2345. (iv) Drawings that have an Export Control Warning Notice are subject to the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et.seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C, App. 2401 et.seq. This also applies to distribution of the Government Drawings to all SUBCONTRACTORS at every level. (4) Upon completion of the purposes for which the Restricted technical data has been provided, the Contractor is required to destroy all documents, including all reproductions, duplications, or copies thereof as may have been further distributed by the Contractor. Destruction of this technical data shall be accomplished by: shredding, pulping, burning, or melting any physical copies of the draft drawing and/or deletion or removal of the downloaded draft drawing files from computer drives and electronic devices, and any copies of those files. GENERAL INFORMATION: It is anticipated that any resultant contract would address five years of Government requirements. A respondent to this survey should demonstrate adequate technical and manufacturing capability along with positive past performance in the explosives processing industry. A respondent to this market survey must currently exhibit or be able to obtain the skills and facilities required to manufacture and supply these items. SUBMISSION DETAILS: Interested parties shall provide the following information: 1. Company's name, address, CAGE code, DUNS number, point of contact, phone number and email address, company size. 2. Business size based on stated North American Industry Classification System (NAICS) code 332993. 3. Summary of your company's capabilities to include a description of your company's facilities, personnel, and past manufacturing experience as it relates to the above criteria. 4. Identify if the respondent will build the end items or any components by percentage for each item listed or identify if they plan to subcontract the end items/components. a. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, identify the potential manufacturer and place of performance, to include the subcontractor's address and Cage Code. b. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) currently available, the respondent must demonstrate their ability to obtain those resources and provide an anticipated timeline. 5. Provide a brief explanation of how the components will be produced and the equipment that will be used, identify potential manufacturer and identify companies' technical and manufacturing capability and past performance. 6. Identify a minimum sustaining rate for each item with one shift per month and identify maximum production capability for each item. 7. Identify production rates: a. Identify maximum monthly production rates b. Identify Minimum Procurement Quantity required for economical production. ADDITIONAL NOTICES: If a respondent foresees any potential savings that will result from consolidating the above identified programs into one contract action, include those savings along with an explanation in your submittal. Further, respondents are requested to identify if there are any foreseen production/capability issues with consolidation of the listed grenade and fuze programs into one contract award. All contractors interested in the potential future solicitation for these items must be registered in the System for Award Management (SAM) database. Your response to this Sources Sought, including any capabilities statement, shall be electronically (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point, in bullet format) submitted to the Contract Specialist, (Larry Schroeder), in either Microsoft Word or Portable Document Format (PDF), via email lawrence.j.schroeder4.civ@mail.mil no later than 12:00 p.m. (CST) on 02 July 2018 and reference the synopsis number in subject line of e-mail and on all enclosed documents.
