- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to JLG Service Center, 7820 Lincoln Avenue, Riverside, CA 92101. That effort expended by the Contractor to perform within the awarded contract; all work specified in this order and any other obligations under this order and the basic contract vehicle. This effort includes providing required qualified personnel, properly supervised, and following industry accepted methodologies and other practices. Specifics include (a) The electrical control panel for the operator on the lift shows severe corrosion. This caused multiple controls to either not function or undesirable movement. Multiple switches and wiring need to be replaced; (b) Engine over heats and tends to shut down or return to idle mode approximately 10 minutes after use. During operations of moving up or down the ships ramp, the unit will shut down at a 5% grade; (c) Main hydraulic lines are severely degraded. Multiple hydraulic lines that operated the functions of the boom and lift frequently leak hydraulic fluid or rupture causing the line to be replaced control panel for the operator on the lift shows severe corrosion. This caused multiple controls to either not function or undesirable movement; (d) Will install new wheel assemblies front and back. Will install new hood and accessory covers on JLG. Will install new steer and axle lockout cylinders; (e) Unit is showing signs of corrosion due to constant salt and water exposure and (f) Provide to crew Operator training and Performed System Maintenance (PMS) training. JLG Service Center is the authorized OEM of the training services listed in this Notice of Intent. Requirement includes delivery of all items. No partial delivery will be accepted. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is for a sole source only. Source to recondition the USS Makin Island JLG for them being the parent company and fully equipped to perform the service required. The required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. SOURCE No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 12:00 PM (PST) 08 June 2018 via email to charles.e.fletcher1@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
